Construction Underway on Innovation Center Station Parking Garage

Construction has begun on the Innovation Center Station parking garage located near the Dulles Toll Road in Herndon at 2345 Innovation Center Drive. The seven-story, 2,040-space parking structure will serve bus and rail commuters at the future Metro station and the adjacent mixed-use development. Fairfax County's Department of Public Works and Environmental Services is managing design and construction of the $43.5M project and general contractor Manhattan Construction is building it. The garage will be owned and managed by the county when it is completed in 2019.

The new parking garage is the third to be built by the county to support the Metropolitan Washington Airports Authority's Silver Line, a regional project to extend Metrorail service to Dulles Airport and Loudoun County. A plaza will provide direct access from the garage to transit services at the future Innovation Center Station, a multimodal transit hub for residents who live nearby and for people coming to work, eat, and shop at the adjacent development.

Features of the new garage include bus bays, a kiss-and-ride area, a taxi stand, motorcycle spaces, and a secure room to house more than 100 bicycles, a pocket park with a rain garden, LED lighting, a snow-melting system, and landscaping. Also included in the project is the installation of public art and the placement of informational signs about native plantings and stormwater management facilities.

As part of a historic agreement reached six years ago to pay for the Silver Line's second phase, Fairfax County agreed to build garages for the Innovation Center and Herndon Metro Stations. At its July 29, 2014 meeting, the Fairfax County Board of Supervisors approved a real estate exchange agreement giving the county a 4.5-acre footprint for the Innovation Center Station garage, kiss-and-ride spaces, and Metro plaza.

Common infrastructure (building site, road network, and utilities) for the garage and adjacent site is ongoing as part of a public-private partnership project between Fairfax County and a private developer that began in late 2015. The complex project required a real estate exchange, rezoning, and a partnership to share in the costs of developing infrastructure, with county paying $7.5M of the $17.5M infrastructure costs. The county's team is coordinating with the timing of the Metrorail construction and operations, the surrounding development, and various funding sources to meet the target completion date.
