Public Facilities Manual

The Public Facilities Manual (PFM) sets forth the guidelines which govern the design of all public facilities which must be constructed to serve new development. It is intended to serve as a technical manual in the effort to implement the requirements of the Subdivision and Zoning ordinances and other applicable chapters of the Code of the County of Fairfax, Virginia (County Code).

The PFM is subject to periodic revisions upon action by the Board of Supervisors. The PFM presented here includes all amendments adopted by the Board through June 2, 2015. Public Facilities Manual Flexibility Project

The Fairfax County Public Facilities Manual (PFM) Flexibility team is working with a consultant to perform a gap analysis and create a roadmap to incorporate clarity and flexibility into the PFM. The scope of work includes minimizing the use of mandatory requirements, expanding the use of urban and innovative designs, updating tables and plates, eliminating outdated criteria, and linking to other approved sources to remain relevant. The roadmap recommendations for updating the PFM are expected in early Jan. 2018. The roadmap will be used to draft proposed amendments to the PFM before going through the public hearing process. A public website dedicated to the PFM Flexibility Project is expected to launch sometime in Dec. 2017. Keep checking back for further updates.
