The Housing and Human Services group includes three county agencies that purchase energy: Housing & Community Development (HCD), the Fairfax-Falls Church Community Services Board (CSB), and Neighborhood & Community Services (NCS). Energy consumption in this service area is primarily attributable to HCD, which administers affordable housing and community revitalization programs, and CSB, which provides support to residents for mental illness, substance abuse, and intellectual and developmental disabilities.
