Description:

Provides overall project management for assigned roadway and transportation improvement projects including: engineering design; responding to citizen issues; and negotiation and review of projects designed by outside consultants. Ensures construction plans, plats and specifications conform to all applicable standards and requirements. Participates in the consultant selection process, reviews and recommends payment of invoices, and ensures the timely completion and approval of project designs. Coordinates project designs with county agencies, non-county agencies, utility companies, regulatory/approval agencies, and citizens to resolve project issues. Performs related work as required; duties are performed under supervision of the Section Chief.

Minimum
Qualifications:

Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

 

Special
Requirements:

The appointee to this position will be required to complete a criminal background check to the satisfaction of employer. Possession of a valid driver's license is required. Required to make periodic, routine site visits, and attend evening meetings. May be required to lift up to 25 pounds.

 

Preferred
Qualifications:

Experience in the design and construction of multi-modal transportation improvement projects and the review and administration of consultant contracts for those projects. Experience and knowledge working with Virginia Department of Transportation (VDOT) design standards, guidelines, policies and procedures including the Roadway Design Manual (RDM), Virginia Supplement to the MUTCD, the Locally Administered Projects (LAP) Manual and the Enhancement Program Procedures Manual. Experience in the use of computer applications and software, including Microsoft Office, Microsoft Project, AutoCAD Land Development Desktop, AutoCAD Civil3D and/or Microstation.

Note:

This position may be underfilled by a less experienced person at the Engineer I level (Grade S21, $46,199 to $61,599), which requires any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board for Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; or underfilled at the Engineer II level (Grade S24, $53,221 to $70,962), which requires any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus one year of professional experience in the appropriate engineering field.

If underfilled at the Engineer I level, at the end of one year of satisfactory employment at the Engineer I level, the incumbent in this position will be upgraded to an Engineer II level (Grade S24). Upon obtaining a minimum of four years of total applicable satisfactory professional experience, the Engineer II incumbent in this position will be upgraded to an Engineer III level (Grade S27).
