SENIOR RIGHT-OF-WAY AGENT

Description:

Provides guidance and leadership to a team of professionals in the performance of land acquisition, planning and land use functions for the Park Authority. Performs difficult and complex acquisition assignments in accordance with policies and adopted plans. Uses numerous methods to acquire parkland, including purchases, dedication, donation and leasing agreements. Uses a project team approach to the management of land acquisition projects, including post settlement land management activities relating to securing the site and disposition of existing structures. Negotiates and acquires conservation, historic preservation, trail and open space easements and rights-of-way. Completes field evaluations of potential properties for acquisition. Orders and reviews title reports and appraisals; and prepare sales contracts, leases, licenses and/or deeds for review by the county attorney. Negotiates terms of acquisitions with property owners. Presents recommendations to the Park Authority Board and Board of Supervisors. Supervises professional and technical staff in the preparation of reports, documents, graphics and presentations. Represents the Park Authority at meetings with county and state agencies, Board of Supervisors' staff, Park Authority Board, special interest groups, citizens, individuals and Park Authority staff. Leads project teams. Prepares oral and written reports. Provides support and assistance in related land management activities that include the site evaluation and negotiation of licenses for telecommunications facilities on park property.

 

Minimum
Qualifications:

Any combination of education, experience and training equivalent to a bachelor's degree in real estate or related field from an accredited four year college or university; plus four years of experience in real property negotiation, disposition and/or evaluation.

 

Special
Requirements:

Must be able to traverse unimproved terrain, walk for long distances, and orient self in natural surroundings. The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

 

Preferred
Qualifications:

Bachelor's degree or in real estate, land use planning, law, engineering or related field. Professional experience in parks and recreation, land use planning and/or land acquisition and real estate transactions. Strong oral and written communication skills. Proficient in the use of Geographic Information System (GIS) tools and Microsoft Office software, including Word, Excel, Access and PowerPoint.
