Description:

Provides thorough and timely engineering reviews of all site development plan review applications, including zoning development plans, preliminary plats, grading plans, public improvement plans, record plats, waivers, easements and other applicable development-related documents to ensure compliance with county codes, ordinances, and policies. Reviews require enforcement and interpretation of codes, regulations and policies, including stormwater management detention and BMP design, subdivision regulations, Chesapeake Bay Preservation Ordinance, Public Facilities Manual and the Zoning Ordinance, using good engineering judgment. Conducts field investigations of sites in coordination with the inspection staff, throughout the review and construction process. Coordinates meetings to resolve issues with both internal and external stakeholders, including developers, consulting engineers, other county agencies, VDOT, NVSWCD and FCWA. Acts as Engineer of the Day, providing assistance with the development process to homeowners and other individuals.

Facilitates the resolution of technical stormwater management design issues between internal staff and/or other county agencies, and coordinates field inspections with site inspectors during the construction phase of a project. Conducts research and special engineering studies and prepares technical reports and correspondence to DPWES management, Board of Supervisors, Planning Commission, and other authorities and committees on issues pertaining to stormwater management facilities and code amendments. When needed, testifies in court cases as an expert witness on behalf of Fairfax County. Duties are performed under supervision of the Site Development and Inspection Division Branch Chief.

 

Minimum
Qualifications:

Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

 

Special
Requirements:

The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer. Possession of a valid Virginia Erosion and Sediment Control Combined Administrator Certification, Sediment Control Reviewer Certification, or Sediment Control Inspector Certification within two years.

 

Preferred
Qualifications:

- Knowledge of local land development codes and engineering standards related to site development, including knowledge of innovative stormwater management practices.
- Understanding of soils, with the ability to review and evaluate reports submitted by geotechnical engineers.
- Good written and verbal communication skills.
- Strong organizational skills.

 

Note:

This position may be underfilled by a less experienced person at the Engineer II level (Grade S24, $53,221 to $70,962). Minimum qualifications for an Engineer II are: Any combination of education, experience, and training equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus one year of progressively responsible professional experience in the appropriate engineering field. Appointed incumbent will be non-competitively placed at the Engineer III level (Grade S27, $61,284 to $81,712) upon successfully satisfying the terms of the Underfill Agreement.
