Description:

As certified by the state of Virginia VDHCD and/or appointed by the relevant Code Official to do so on their behalf, researches, prepares for and investigates complaints and inquiries regarding alleged violations of at least two of the following: Zoning Ordinance, Noise Ordinance, Property Maintenance Code, Residential/Commercial Building Code, Fire Code and Health Code. Conducts field investigations and interviews, gathers evidence, uses unique investigative techniques, advises violators of code violations, placards unsafe violations, and conducts follow up investigations to ensure compliance. Prepares automated reports, updates information system databases, issues formal notices and orders as prescribed by relevant code or ordinance. Prepares evidentiary material and testifies in local courts, local and state governing bodies pertaining to violations observed and aspects of the case. Communicates with residents and provides general code awareness information to community for a better understanding of code compliance matters. Duties are performed under the direction of the Branch Supervisor.

 

Minimum
Qualifications:

Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in a field of study related to the enforcement of environmental and property maintenance codes, such as urban planning, biological or environmental science, law enforcement, legal studies or a related field (experience performing land use, zoning, building, public safety, or related code enforcement, inspection, investigative or abatement work); plus two years of experience as a Code Compliance Investigator I or equivalent.

 

Special
Requirements:

All candidates will be required to complete a criminal background check to the satisfaction of the employer. Must have and maintain a valid motor vehicle driver's license.

Requires completion of at least one certification in two of the following areas:
Property Maintenance
Certification by the Virginia Department of Housing and Community Development in Property Maintenance;
Zoning
Demonstrated competency in and knowledge of the Fairfax County Zoning Ordinance or equivalent as directed by the department;
Building
VDHCD certification in each of the four disciplines (building, electrical, plumbing and mechanical) in residential construction;
VDHCD certification in each of the four disciplines (building, electrical, plumbing and mechanical) in commercial construction;
Fire
Certification as ICC Fire Inspector I; Certification in National Fire Academy R102 (Plan Reviews for Inspectors);
Health
Any combination of competency, certification, training, education or experience acceptable to and as determined by the Health Code Official for appointment as a technical agent.

If not already possessed, will require certification by the Virginia Department of Housing and Community Development in Property Maintenance within 12 months of appointment.

 

Preferred
Qualifications:

Considerable knowledge of state and county codes and regulations related to zoning, noise, property maintenance, residential, and/or commercial building codes. Ability to maintain effective relationships with the public and fellow employees. Excellent written and oral communication skills; proficiency in Spanish or other language preferred.

Note:

This position may be underfilled by a less-qualified person at the Code Compliance Investigator I level (Grade S21, $47,354 to $63,139), which requires any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in a field of study related to the enforcement of environmental and property maintenance codes such as urban planning, biological or environmental science, law enforcement, legal studies or a related field (experience performing land use, zoning, building, public safety, or related code enforcement, inspection, investigative or abatement work).

Must be able to work flexible hours and weekends.
