The Department of Public Safety Communications (DPSC), also known as Fairfax County 9-1-1, is a nationally recognized public safety communications center, the largest in the Commonwealth of Virginia and one of the ten largest in the United States. DPSC receives approximately one million calls requesting public safety service per year and dispatches units of the Fairfax County Police Department, Fire and Rescue Department and Sheriff's Office.

DPSC seeks an experienced, proactive Human Resources Generalist III to serve as a strategic business partner to help build and strengthen the human capital of DPSC in carrying out its mission. The Manager:

- Manages a staff performing critical functions that include recruitment, payroll processing, and management of confidential applicant and employee records.

- Serves as a change agent to ensure all business-related items are successfully and professionally communicated to all employees, either verbally or in writing.

- Works closely with leadership to develop key performance measurements and reporting; work with functional and cross-functional business teams to identify opportunities for improvement, gathering data, analyzing and developing improvements and innovations, using statistical analyses.

- Researches best practices to ensure that human resources policies and practices are in compliance with state and federal laws.

- Directs the hiring process including interviewing, hiring, on-boarding new employees, and training; manages the performance appraisal process; investigates employee complaints and seeks resolution.

- Provides daily operational and consultative support to management and staff.

- Promotes open communication within all levels of DPSC to positively resolve employee relations problems, while promoting and maintaining the integrity of employees and the process.



Any combination of education, experience and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field; plus four years of professional-level human resources experience.



Must be able to work variable hours to attend special employee meetings, awards ceremonies and interact with night shift staff. The appointee to this position will be required to complete a polygraph, criminal background and credit check to the satisfaction of the employer.



Certification as a Senior Professional in Human Resources (SPHR). Experience with Family Medical Leave (FML), Americans with Disabilities Act (ADA), Occupational Safety & Health Administration (OSHA) and Diversity reporting. Extensive knowledge and experience with SAP or other Enterprise Resource Planning (ERP) systems. High level of accuracy and attention to detail. Ability to work effectively in a dynamic, time-sensitive, high volume call center environment. Ability to work with minimal supervision. Results-oriented with strong follow-through skills. Excellent communication skills, with ability to explain processes and policies effectively. Employee advocacy; ability to balance employee advocacy and organizational objectives. Excellent problem resolution skills.
