Description:

Serves as the Code Authority for the department. Serves as the county's Property (Building) Maintenance Code Official and Senior Deputy Zoning Administrator. Coordinates closely with the county's Zoning Administrator, the Code Compliance Operations Manager and the Office of the County Attorney on code and policy interpretation, and legal actions. Coordinates with other county, regional and state code officials on technical matters. Serves as the Department's Strategic Initiatives Manager on matters pertaining to legislative and local code amendments, coordination of emergency response and readiness, continuity of operations, and partnering with agencies on initiatives of significance to the agency and county. Serves as the Department's training coordinator working interactively with the Code Compliance Operations Manager and staff to develop, maintain and deliver timely training and code update opportunities. Works with the community and other county agencies to provide and promote education and assistance relating to the department's mission. Duties are performed under the direction of the Department Director for Code Compliance.

 

Minimum
Qualifications:

Any combination of education and experience equivalent to graduation from an accredited four-year college or university in a planning-related field; plus five years of increasingly responsible experience in a zoning administration or code enforcement organization, which includes responsibility for multiple disciplinary code enforcement, zoning ordinance administration, zoning permit review or work in related zoning processes. A master's degree may be substituted for one year of the required experience.

 

Special
Requirements:

A valid driver's license is required for this position. The selected candidate for this position will be required to complete a criminal background check prior to their appointment date, and the results must be satisfactory to the department. Must be able to obtain certification by the Virginia Department of Housing and Community Development as Building Maintenance Inspector and Building Maintenance Official (Property Maintenance code) within 12 months, if not currently certified as such.

 

Preferred
Qualifications:

Management experience in the administration of a zoning ordinance, Building and/or Property (Building) Maintenance Code, to include interpretation and inspections/enforcement. Experience interacting with boards, authorities, commissions and task forces or citizen advisory groups and providing testimony in court. Understanding of Virginia Planning and Zoning, Building and/or Property (Building) Maintenance Code enabling legislation. Excellent public speaking and written communication skills. Ability to maintain effective working relationships with leadership and technical assistants pertaining to the mission of the agency, the community and other code authority officials. Currently certified by the American Institute of Certified Planners (AICP) and/or licensed as a Professional Engineer.
