Provides administrative, consultative and management services related to contracts and procurement management to the human services system. As a strategic partner with other DAHS Business Division directors and the Human Services Leadership Team, participates in cross-agency strategic planning work focused on coordinated and comprehensive service delivery to the residents of Fairfax County. Plans, directs, and implements overall policies and procedures related to contracts and procurement for the human services departments and programs. Prepares responses to inquiries from the Board of Supervisors (BOS). Presents at subcommittee meetings of the BOS. Interacts with boards, authorities, and commissions related to human service initiatives and activities as needed. Leverages coordinated services to maximize the productivity of staff and to improve service delivery to public and private partners and the community. Oversees daily operations for one of four business areas in the Department of Administration for Human Services. Directs and manages the acquisition and allocation of resources, and coordinates all operations with appropriate county corporate departments. Participates in countywide initiatives related to contracting and procurement activities and serves as the subject matter expert in these areas for other human services agencies. Plans and implements appropriate procedural changes and updates according to county policy, state and federal law and legislative activity. Sponsors training and discussion sessions for new county staff and managers regarding contracting and procurement activities. Supervises professional staff. Duties are performed under the supervision of the Director, DAHS.



Any combination of education and experience equivalent to graduation from an accredited four-year college or university with a bachelor's degree in accounting, finance, business administration or related; plus five years of professional work experience in budgeting, financial management, contract administration, business management or related field.



Prior to appointment to this position, the top candidate will be required to complete a criminal background check and credit history check to the satisfaction of the employer.



Experience with standards, regulations and best practices related to contracts and procurement management. Experience in a leadership role in a large local government environment, preferably in a human services setting. Master's degree in public administration, business administration or related field preferred. Demonstrated ability to establish and maintain effective and collaborative working relationships with elected officials, senior decision-makers and a broad range of other stakeholders. Demonstrated ability to effectively collaborate with organizations, both for profit and nonprofit, with which the county does business. Knowledge of business process redesign methodologies. Effective oral and written communications skills. Ability to translate strategic business plans into strategic operation plans and staffing structures for the assigned business area. Ability to develop, monitor and evaluate operation policies and procedures. Ability to interpret and adhere to complex federal, state and county regulations and policies involving the assigned business area. Ability to communicate technical information clearly and concisely, both orally and in writing. Ability to manage a large staff effectively (i.e., set goals, organize teams, develop work plans, motivate and mentor staff). Ability to identify gaps in staff expertise to effectively recruit and develop training plans for stability in order to manage a large and diverse staff effectively.
