PUBLIC HEALTH ANALYST
(Management Analyst III)

Description:

Plans, manages, and coordinates major initiatives, including local health department accreditation, the development of performance plans, the implementation of departmental strategic plans, community needs assessments, community health improvement plans, and other special projects. Leads and facilitates cross-divisional teams and multi-sector work groups to establish and implement strategic plans, project plans, and performance plans, to include desired outcomes, activities, milestones, timelines, and performance measures. Leads the agency accreditation process, including the development and submission of the initial accreditation application, evaluation of all health department functions and program areas against accreditation standards, implementation of strategies to ensure ongoing compliance, and coordination of activities to ensure timely reaccreditation. Writes grant proposals, creates complex reports, designs documents, and delivers presentations on a variety of public health projects to diverse stakeholders. Supports evaluation and assessment activities for various programs throughout the department, including the identification of performance measures and data sources, development of data collection tools as necessary, and monitoring of key health indicators and outcomes. Works with health department leadership, staff, stakeholders, the Public Health Accreditation Board, National Association of County and City Health Officials, and other community partners. Performs other duties as assigned for the benefit of the Health Department.

 

Minimum
Qualifications:

Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; plus four years of professional work experience within the functional area such as human resources, budgeting and financial management, contract administration and business management, business administration, public administration, mathematics, statistics or related field.

Requirements:

The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

 

Preferred
Qualifications:

Master's degree in public health. Thorough knowledge of the national public health department accreditation process, domains, standards, and measures. Experience in applying strategic planning and performance measurement frameworks, specifically Mobilizing for Action through Planning and Partnerships (MAPP) and the Results-Based Accountability (RBA) frameworks. Demonstrated success in leading and managing multiple complex projects. Experience conducting community health assessments and developing community health improvement plans with community members and multi-sector coalitions.
