Description:

Assumes lead responsibility for planning, developing, coordinating, implementing and evaluating the Community Health Care Network (CHCN), a program that provides primary care services to uninsured residents of Fairfax County, the City of Fairfax or the City of Falls Church. Provides development, management and oversight of fiscal, physical and human resources in CHCN. Works to ensure that needed primary care services are accessible in the community and integrated with behavioral and oral health services. Participates on cross-system teams and other initiatives toward integration of department, county and community prevention-oriented programs including population-based outreach efforts, behavioral, oral and primary care services. Develops policy and procedures for CHCN and is integrally involved in the development and coordination of health care services for uninsured and underinsured residents in the service areas noted above. Takes lead in development of annual CHCN budget. Makes budget recommendations to senior management, monitors budget and program productivity, overall cost, revenue and unit cost throughout the fiscal year. Recommends adjustments in fee(s) for services based on data analysis. Responsible for ensuring application of sound fiscal management including identification of cost savings, improvements in the efficiency of service delivery and optimization of all resources within assigned areas to meet customer demand for services. Responsible for managing full range of personnel functions to include: recruitment, interviewing, selections, promotion, evaluation, recognition and disciplinary actions for CHCN program staff. Participates in departmental strategic planning and public health accreditation process. Ensures that CHCN program goals and objectives are in line with departmental strategic plan.

 

Minimum
Qualifications:

Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; plus five years of professional work experience within the assigned functional areas such as human resources, budgeting and financial management, and contract administration and business management.

Requirements:

Must be able to pass a criminal background check to the satisfaction of the employer.

 

Preferred
Qualifications:

Master's degree in public health or public administration. Experience working with community 'safety net' providers (private, public, and non-profit). Knowledge and understanding of the federal Affordable Care Act and its impacts on health services at the local level. Excellent organizational, interpersonal, management and communications skills (written and oral). Strong leadership skills. Experience establishing and monitoring program budget.
