ASSOCIATE DIRECTOR, CAPITAL IMPROVEMENTS PROGRAM MANAGER

Description:

Acts as an Associate Director responsible for overseeing and managing the overall project management of complex and innovative building, Public-Private Partnership projects, and Capital Improvement developments. Monitors, oversees, directs and coordinates project logistics, and resources from a variety of internal and external sources to include technical, legal, and other specialty fields. Project initiatives include key new development and rehabilitation projects, Public-Private Partnership projects, and Capital Improvement developments to include community and senior centers, and renovations of residential apartment complexes. Ensures effective management to deliver on-budget, on-time completion of assigned projects that meet "using agency" requirements in collaboration with other divisions, project team members, other county agencies, community groups, senior officials, state and federal organizations, and local groups. Negotiates and manages Architect/Engineer contacts for design and construction. Prepares and monitors project cost estimates and project budget in collaboration with Real Estate Finance, Financial Management, Debt Management and other relevant divisions and departments. Supervises and directs the work of highly skilled and specialized staff and mentors other staff in the division; provides leadership in continuous process improvement initiatives. Prepares analyses and makes presentations to the Fairfax County Redevelopment and Housing Authority (FCRHA), County Board of Supervisors, and other groups, as required. Acts as a key liaison with other county agencies and represents the agency at FCRHA meetings, and other community meetings and/or groups, as needed. Duties are performed under the supervision of the Director of Design, Development and Construction Division.

 

Minimum
Qualifications:

Any combination of education, experience and training equivalent to graduation from an accredited four-year college or university, with a bachelor's degree in planning, public or business administration, business, finance or a related field; plus five years of progressively responsible managerial experience with the duties listed above.

 

Special
Requirements:

The appointee to this position will be required to complete a criminal background check and credit check to the satisfaction of the employer. A driving record check will also be required for this position.

 

Preferred
Qualifications:

Bachelor's degree in architecture or engineering with planning, design, and project management experience working in local and federal housing programs, housing development, and construction. Managerial experience in design and construction management or real estate development. Valid Virginia Professional Engineer (PE) or Architect (RA) license. Knowledge of local, federal or state affordable housing programs. Must be able to work well with the community, local, state and federal appointed and elected officials, and other county agencies. Experience in dealing with public and private development partners in creating high quality developments. Highly motivated, with exceptional communication and team working skills. Able to work in a fast-paced, collaborative team environment, and oriented toward providing outstanding customer service to end users and project stakeholders.
