Works in a team environment to coordinate weighmaster activities in solid waste disposal locations. Conducts training of Weighmasters concerning policies and procedures. Substitutes at the scales weighing refuse vehicles and handling residents and commercial cash customers as required. Installs hardware and software and troubleshoots related problems. Conducts specialized waste inspections. Performs functions within the Weighmaster software. Produces and distributes reports from the Weighmaster software and Crystal Reports in a timely manner, ensuring they are accurate. Develops ad hoc reports identifying the parameters needed to meet informational needs of solid waste program managers. Accesses and develops reports from the Velocity credit card system. Analyzes data and disseminates information to the Director, LIS, Accounting Teams, and others as required. Conducts research, develops surveys, performs analyses, and prepares reports about traffic flows, customer service, process and work flows, and customer usage at solid waste locations. Prepares technical cost estimates and cost analyses. Analyzes information and recommends changes to improve processes throughout the solid waste system. Accepts checks, prepares cash sheets in FOCUS (the county's SAP-based ERP application), and accounts for funds in payment of invoices for disposal services. Researches invoices in Weighmaster software and provides correct information to customers about their account. Reconciles monthly invoices for various contracts. Works closely with the Accounting Team to ensure that payments are posted correctly and that collection actions are taken in a timely manner. Drafts specifications for procurement of equipment, materials, and services that support solid waste operations. Assists in administering and monitoring contracts that support solid waste operations. Tracks orders and ensures that invoices are correctly paid to county vendors. Emphasizes customer service in all aspects of the solid waste system. Handles a variety of customer service inquiries and complaints from collection and disposal companies, residents, and others, including preparing written responses, collecting data and presenting it to the collection company, tracking corrective actions, enforcing Chapter 109.1 regulations, and other measures as needed. Performs other technical duties as assigned, applying basic engineering principles to the solution of problems. Duties are performed under general supervision.



Any combination of education, experience, and training equivalent to high school graduation or a G.E.D. issued by a state department of education; plus three years of paraprofessional engineering support work as defined by the area to which assigned.



The appointee to this position will be required to complete a criminal background and credit check to the satisfaction of the employer. Possession of a valid driver’s license is required.



Experience dealing with the public or providing customer service. Ability to analyze data and use analytical computer software such as Excel to prepare technical reports. Ability to understand, interpret and apply relevant County Code provisions. Ability to work independently and use sound judgment. Ability to work in a team environment and take responsibility for accuracy of work products. Knowledge of the solid waste disposal system in Fairfax County. College level courses in data analysis or data interpretation. Knowledge of the Weighmaster software system and the county's FOCUS system.



Evaluation of relevant education and experience. Panel interview of top-rated applicants. Candidates will be asked to complete a practical work sample exercise using Microsoft Word and Excel.



This position is located at the Fairfax County Government Center and the work hours are 8 a.m. - 4:30 p.m.
