Description:

Under minimal direction, plans, trains and supervises the daily activities of the accounts payable staff in the Financial Management Division in the areas of disbursements, payables, purchasing and financial reporting. Has oversight and approval authority for annual accounts payable activity. Fulfills the statutory requirements associated with federal, state, and county funds as related to the timeliness and accounting for payments. Ensures accurate coding of funds. Reviews and verifies postings to appropriate ledgers and subsidiary accounts. Monitors the availability of budgets in FOCUS (the county's SAP-based Enterprise Resource Planning application); assists in projecting expenditures and facilitating expenditure adjustments. Provides oversight and management of the department's Procurement Card (P-Card) program. Documents new and existing policies and procedures. Assists multiple outside auditors performing audits of agency and federal program funds. Performs fund management duties on an as-needed basis. Supervises and directs the work of three or more administrative assistants performing A/R and A/P support functions.

 

Minimum
Qualifications:

Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or a related field that has been supplemented by at least 18 credit hours of intermediate level accounting or higher; plus two years of professional accounting experience, including one year of experience working with automated accounting systems. CPA certification, or a master's degree in an appropriate field, may be substituted for one year of required experience.

Results driven, organized and detail-oriented. Ability to handle multiple tasks simultaneously and work in a team environment. Excellent customer service skills with the ability to interact in a friendly, service-oriented and professional manner with internal and external customers. Clear and concise oral and written communication skills. Expert with Microsoft Office computer software, particularly Outlook, Word and Excel. Experience with SAP ERP software.
