FINANCIAL SPECIALIST I

Description:

Performs a variety of professional financial and accounting functions in support of the Stormwater business areas. Uses FOCUS, the county's SAP-based Enterprise Resources Planning (ERP) application, for processing financial transactions for capital Stormwater funds as well as the agency operating funds. Reviews architectural, engineering, and construction contracts for accuracy. Ascertains that sufficient funds are available and uses correct coding elements. Prepares a variety of financial documents in FOCUS to include encumbrances, change orders, payment vouchers, cash receipts, journal entries, budget entries, and invoices. Reviews complex invoices and audits documentation prior to processing. Uses an Excel program to monitor, review, correct and reconcile weekly WPFO timesheets for professional and technical engineering personnel. Uses a database to monitor and reconcile the Pro-Rata revenue. Performs detailed reconciliations per the Department of Finance policy, ATB-20. Ensures the integrity and accuracy of financial records, identifying errors, and preparing correcting entries. Assist in audits. Acts as a liaison with various divisions within Stormwater Management and county departments as related to operational and capital fiscal and procedural matters. Maintains complete documentation, electronic and hard copy, of all financial actions. May train personnel assigned to finance/accounting duties. Duties are performed under the direction of the Management Analyst II within the Stormwater Planning Division.

 

Minimum
Qualifications:

Any combination of education, experience and training equivalent to graduation from an accredited four year college or university with a bachelor's degree in accounting; or a bachelor’s degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts.

This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.

 

Special
Requirements:

The appointee to this position will be required to complete a criminal and financial background check to the satisfaction of the employer prior to appointment. Possession of a valid driver's license is required. The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis.

 

Preferred
Qualifications:

Current certification in FOCUS for Funds Management and General Ledger. Experience in Capital Project financial management and contracts. Experience in Microsoft Office (Word and Excel). Knowledge of accounting theories, bookkeeping, public budgeting, and grant administration. General knowledge of laws ordinances and regulations governing municipal finance. Ability to interpret automated financial reports and financial policies and procedures. Ability to analyze revenue and expenses and make projections.
