Office of Emergency Management

$54,552 to $72,736  (Grade S24)

Responsible for the day-to-day management, development, writing and updating of many of the county's emergency plans, annexes and standard operating procedures. Manages assigned corrective action items as directed after incidents and exercises; and supports emergency management partners with preparedness, response, mitigation and recovery initiatives such as workshops and other related projects. Serves as one of the Regional Emergency Planners with 50% of their time working on local projects and 50% on regional projects. Coordinates with multiple local and regional partners in the planning process for large special events and performs inter-agency planning for large-scale significant events and exercises. Coordinates and leads meetings/workgroups with multiple stakeholders; manages projects with regional implications; and consolidates diverse set of viewpoints into cohesive documents. Represents the agency on various local, state, and regional committees and work groups as assigned, which will require travel throughout the region. This position is classified as essential personnel and is expected to serve as a member of an assigned EOC team upon activation, which could include extended hours (12 hour shifts) over multiple days. This position is grant funded through a federal Urban Area Security Initiative (UASI) program. The appointee is responsible for completing quarterly grant reports and project management plans.



Any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor's degree in business administration, public safety, emergency management or related field; plus two years of experience in emergency management or public safety.



This position is grant funded through a regional Urban Area Security Initiative (USAI) program and is contingent on federal grant money. The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer. The appointee must also complete the following Incident Command System courses: (ICS) 100, 200, 300, 400, 700, and 800 classes within six months of hire; and must complete the Federal Emergency Management Agency (FEMA) Professional Development Series (PDS) certification program and the Virginia Emergency Management Association (VEMA) Emergency Management Assistant Program (EMA) within the first 18 months of employment. Must be familiar with the Federal plan development process, the National Incident Management System (NIMS) and the Incident Command System (ICS).



Ability to communicate clearly and concisely, both orally and in writing. Ability to develop and maintain effective working relationships with a variety of individuals. Experience in project management and developing written plans of action. Experience using Microsoft Office Suite computer software.



The interview process will include a panel interview and a possible written exercise.
