When underfilling an advertised position, the selected applicant is appointed to a class at a lower pay grade, usually within the same class series. For example, a Management Analyst II position may be underfilled at the Management Analyst I level.

Underfills are appropriate under the following circumstances:

  1. When recruitment difficulties exist for a class at the authorized grade.
  2. When appointees require specialized training and work experience within a particular function to meet the performance standards for the position at the authorized grade.
  3. When underfilling a position is part of an upward mobility program for career employees.

At the time of appointment, an underfill agreement is drawn up which outlines the terms and conditions of the underfill appointment. The agreement will specify the time period for the underfill appointment (usually not more than one year), and will identify specific training and experience requirements that the employee must meet before promotion to the authorized grade. Once all of the requirements of the underfill agreement are met, promotion to the authorized pay grade is usually implemented without further competition.
