Countywide Strategic Plan Adopted By Board of Supervisors

The first-ever Countywide Strategic Plan was adopted by the Board of Supervisors at its meeting today. Driven by extensive community engagement since 2019, the goals of the plan are to:

  • Set a clear, unified, community-driven vision for the next 10-20 years.
  • Align and integrate existing departmental and issue-specific plans.
  • Provide a tool for focusing and prioritizing initiatives over the next 3-5 years.
  • Communicate progress on achieving measurable outcomes.

The plan features 10 community outcome areas:

  1. Cultural and Recreational Opportunities
  2. Economic Opportunity
  3. Effective and Efficient Government
  4. Empowerment and Support for Residents Facing Vulnerability
  5. Environment
  6. Health
  7. Housing and Neighborhood Livability
  8. Lifelong Education and Learning
  9. Mobility and Transportation
  10. Safety and Security

These priority areas serve as the framework to shape the future of Fairfax County. Each priority area includes proposed indicators, metrics and strategies, which were developed and adapted in response to extensive community feedback and in light of the COVID-19 pandemic.

“The Countywide Strategic Plan will help guide our future together so the Board, residents and staff are working toward the same goals and outcomes,” said Board of Supervisors Chairman Jeffrey C. McKay. “This plan will be a centralized, coordinated way for us to be even more efficient as a government so we’re more responsive to our community’s needs.”

“The Board’s adoption of the first-ever unified strategic plan is a key milestone on this journey to shape the future of Fairfax County together,” said County Executive Bryan Hill. “I’m grateful to the tens of thousands of residents and hundreds of staff who have developed this plan. I look forward to the next steps, including reporting results to the community, aligning existing plans within this framework and further advancing our One Fairfax equity lens across all outcome areas.”

NEXT STEPS

With the Board’s action, staff will move into the next phase of implementing the plan, including:

  • Identify an initial set of “headline metrics” in each of the 10 outcome areas, which will then be used in the development of the Fiscal Year 2024 budget.
  • Deploy existing staff to support each outcome area.
  • The Board will determine which strategies will be pursued and when.
  • A first annual report will be provided to the Board by the end of 2022.
  • Develop ongoing opportunities for community engagement.
