Fairfax Center - Phase II Submissions for Proposed Plan Changes

Map of Fairfax Center SubmissionsTo help shape the scope of Phase II of the Fairfax Center Area Study, the submission period provided an opportunity for the public to propose areawide and site-specific changes to the Comprehensive Plan text for the Suburban Center and Area-wide Recommendations in the Fairfax Center Area. Submissions were accepted from April 17, 2015 through May 22, 2015.

Eighteen submissions were received via the online and printable submission forms. Of these, five were site-specific and thirteen were areawide in nature.  Click on the map to the right to view the location of the Site Specific submissions.  All submissions are summarized below.

Area-Wide Submissions

AW1

Description: Remove Metrorail from the Comprehensive Plan west of Fair Oaks, with BRT extending to the west. Replace planned Metrorail stations at Stringfellow Road and at Trinity Center in Centreville with BRT stations.
Note: This submisssion, as proposed, is outside of the study area geography and is beyond the scope of this study. This submission will not be considered within Phase II of the Fairfax Center Area Study.

Description: Construct a sound wall on the northern side of Route 50 (across from Fair Oaks Mall) to provide comfort and privacy to the residences that exist across from the Suburban Center.
Note: This submission concerns the construction of sound walls, which is not a Comprehensive Plan issue. The Virginia Department of Transportation (VDOT) has established criteria, not guided by the Comprehensive Plan, for when and how sound walls are installed. This submission will not be considered within Phase II of the Fairfax Center Area Study.

Description: Revise the Heritage Resources section and provide additional information and guidance on specific heritage resources or areas based on recent surveys.

Description: Evaluate the parks guidance for the Fairfax Center Area to ensure adequate service levels for parks, open space and recreation facilities, and update guidance to reflect current community needs for parks. Evaluate opportunities to address deficiencies in parks, open space, recreation facilities, natural and cultural resources and enhance connectivity.

Description: Update the Environment Section of the Fairfax Center Area Areawide Recommendations to ensure consistency with current policies and practices.

Description: Examine the Concept for Future Development for the Suburban Center with a focus on the Core area designation (where high density uses are encouraged, currently bounded by West Ox Rd, Rt 50, and I-66, including the Fairfax Towne Center). This should include an update to the vision for the Fairfax Center Area in light of how the area has evolved over time.

Description: Review the Use-Specific Performance Criteria, used to evaluate development plans according to land use, to determine if the existing standards for different types of land uses still align with current planning practices.

Description: Study the need and feasibility for planned interchanges along US 29 within the Fairfax Center Area, as indicated in the Comprehensive Plan, along with the future vision for a limited access corridor with a directional collector/distributor system.

Proposed Change: Increase site density to .35 FAR; recommend mixed-use development in existing office building; modify existing option to recommend up to 200 elderly housing or assisted living units; reduce recommended buffer from 125 feet to 75 feet along northern property line
