Website Accessibility

In an effort to improve accessibility, the county Website utilizes various features like text sizing to increase font size; use of descriptive alternative text or 'alt tags' on images to aid users who listen to content on the site using a screen reader; text only version of the Website; and a 'skip to' link which allows users to bypass the header and go directly to the main content of the page. Content such as podcasts include a text-only version so users can still access the information regardless of format.

Departments and agencies of the county provide alternative formatted documents of information from the Website upon request. Contact information is provided consistently throughout the site at the bottom of each page along with links to information about ADA Accessibility and Website Accessibility.

There are numerous Portable Document Format (PDF) documents, forms and brochures on the Fairfax County Website to help users download and print easily. To navigate through text-only PDF files using a screen reader, such as JAWS, you will need a PDF reader. You can download a free copy of a PDF Reader at Adobe or Foxit.

Web browsers are updated frequently to offer new features, improve performance and most importantly, address security issues. The county website is optimized for the latest recommended version of the major browsers (Chrome, Firefox, Microsoft Edge and Safari) that are in the current official release, and one release prior as supported by the vendor. 

Website Accessibility Standards


The county Web technical standards include guidelines for accessibility and the county Web Accessibility Standards include steps which all developers and content contributors are required to follow when developing and maintaining Web pages. The Department of Information Technology, along with the Office of Public Affairs and with input from the Disability Services Board, works to ensure that all county departments and agencies comply with these standards by providing technical assistance and accessibility awareness to their staff.

Code

  • Pages are coded in HTML 5.  
  • Styles are formatted using the Cascading Style Sheets 3 (CSS3) specification (and can be disabled).  
  • JavaScript and cookies are used only when necessary. To experience the full functionality of the site (search and menus), it is necessary to have JavaScript enabled. We recommend keeping your browser's default JavaScript settings, which comes with JavaScript enabled.

Compliance

  • All pages are tested for compliance with Section 508 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act by passing through the county's automated compliance checking tool.  
  • All pages comply with priority one checkpoints of the Web Content Accessibility Guidelines, and many comply with both priority one and two.  
  • Manual usability testing is conducted periodically to ensure the pages are accessible to individuals with disabilities.

ADA Accessibility

Every organization that offers services to the public is prohibited from discriminating against a person because of his/her disability. The ADA sets physical accessibility standards to public and private facilities offering goods or services to the public. Generally, these standards apply to buildings that were constructed or modified after 1990.

When access to a public accommodation has been denied, the ADA provides a complaint procedure to eliminate any possible discrimination. If you feel you have been discriminated against, or have noticed a business that does not appear to be accessible for people with disabilities, there are several options you may want to consider. The list of options may be found under the section “Sources for Assistance” included on this website.

 

County Accessibility Resources

  • Land Development Services (LDS) enforces building code requirements in new construction and in building renovations. Many building code provisions include accessibility features for people with disabilities, but LDS does NOT enforce the civil rights provisions of the ADA. More information about LDS' role in ensuring that buildings in Fairfax County are accessible to people with disabilities.
     
  • Office of Human Rights and Equity Programs, Human Rights Division enforces civil rights laws including the ADA in private facilities and businesses within the county. Also, enforces provisions of the ADA in Fairfax County Government. If you feel that you have been discriminated against of your disability by a private business or organization or you have been denied acces to a county service or physical access to a county facility contact 703-324-2953, TTY 703-324-2900.
     
  • Department of Cable and Consumer Services - Channel 16 programming, including Board of Supervisors meetings, is accessible to the hearing impaired community through its complete closed-captioning service. More information about DCCS' role in ensuring that its programming is accessible to people with disabilities.
     
  • Department of Family Services' Disability Rights & Resources promotes the self-sufficiency and well-being of people with disabilities through advocacy, education, and solution management so that people of all abilities can fully participate in our community. Provides additional guidance on the ADA as well as assistance with advocacy strategies and ways to follow up on discrimination complaints.
     
  • Library Access Services removes barriers to library services for people with disabilities. Services include:
    • providing opportunities to learn about assistive technology and equipment,
    • providing books in alternative formats to people with vision impairments and
    • delivering books to readers who cannot visit a local library.
       
  • Fairfax Connector Rider Guide - All Fairfax Connector buses are wheelchair lift-equipped.
     
  • Circuit Court ADA Accomodations
