The ActiveFairfax Transportation Plan project is updating the 2017 Bicycle Parking Guidelines, which is a supplemental document to determine the desirable rate of short-term to long-term bike parking spaces, acceptable rack and facility design and location guidance, and optional enhancements to improve user comfort. The updated document will ensure the Bicycle Parking Guidelines follow the amended Zoning Ordinance and include current best practices. Fairfax County is updating and combining the Bicycle Master Plan and the Countywide Trails Plan into the ActiveFairfax Transportation Plan. Active transportation means self-propelled, mostly human-powered travel including walking, biking, rolling (scooter, wheelchair, stroller), hiking, running, and riding for transportation and recreational purposes. The plan will establish a vision and a roadmap for implementation of safe, convenient, and enjoyable streets and trails in Fairfax County.
On May 10, 2022, the Fairfax County Board of Supervisors unanimously endorsed the Safe Streets for All Program, a comprehensive initiative to address systemic transportation safety issues for people walking, biking and using other forms of active transportation.

The Active Transportation Plan introduces a framework for advancing active transportation that includes an overarching vision statement, goals, objectives that are rooted in the public feedback received in Spring 2021, previous planning efforts and initiatives, and best practices.
The vision statement will be used as a guide to help Fairfax County make decisions that align with its philosophy and declared set of goals. Goals reflect the desired result that Fairfax County and its partners envision, plan, and commit to achieve. View the final vision statement, goals and objectives (adopted Nov. 9, 2021).
The project launched in the summer of 2020 and is expected to be complete by the end of 2024. The project has been split into two district phases:
