In April 2004, the Board of Supervisors announced the Affordable Housing Preservation Initiative, with a goal of preserving 1,000 units of affordable housing before the end of 2007. In the spring of 2005, the board approved allocating one penny of the real estate tax rate to the preservation of affordable housing.
