Family Self-Sufficiency (FSS) is a HUD workforce program administered by HCD. The goal of FSS is to assist residents to increase their earned income in order to decrease their reliance on housing subsidies. Because we recognize that true self-sufficiency means more than simply an increase in earned income, HCD’s program focuses on all of the barriers that are likely get in the way for our families, including education, training, budgeting, credit repair, savings, transportation, childcare and affordable health care.
Participating in the FSS program has many benefits, beginning with a case manager dedicated to helping residents identify their goals and provide resources, support and guidance in order to achieve them. During the 5-year program, while the participant is actively working with their case manager, he/she will have access to additional financial benefits, such as:
- The option to disregard earned income* if you are a full-time student;
- The opportunity to build assets from a portion of the rent you pay every month;
- The ability to pay only 30% of your income towards rent, rather than 35%;
