The Fairfax County Park Authority Board is appointed by the Fairfax County Board of Supervisors. These 12 appointees are comprised of one representative from each of the nine magisterial districts, plus three at-large members. The board sets policy and establishes priorities for the park agency. The board holds public meetings on the second and fourth Wednesdays of the month at 7:30 p.m. at park headquarters in the Herrity Building, adjacent the Government Center Complex.

Park Authority Board Names 2013 Officers

Elections were held in January by the Fairfax County Park Authority Board and its 2013 officers were selected. Board members unanimously approved re-election of Chairman William G. Bouie who will now serve his fifth term in the top spot.  Elected Vice Chairman is Dranesville District Representative Kevin J. FayKala Leggett Quintana, an At-large Member of the Park Board will serve as Secretary and Providence District Representative Ken Quincy will serve as Board Treasurer.

The demands on this all-volunteer board have grown over the years, but that has not deterred Chairman Bouie, whose enthusiasm and dedication remain strong. “The challenges of public service are daunting but we are up to the task and proud to be part of this nationally acclaimed organization,” said Bouie.  He added, “The people in this community love their parks and we are here to ensure that they get the high level of customer service, access to state-of-the-art facilities, and protection of our community’s natural and cultural resources that they expect.”  He remains an active volunteer in the community, as well as a senior telecommunications executive who has represented the Hunter Mill District on the Park Board since 2005.  He works with youth sports organizations throughout Northern Virginia, is active with Little League Baseball and is a member of the Board of Wolftrap and the Reston Hospital.

Vice Chairman Fay has served on the Park Board for the past decade. Since his appointment in 2003, he has worked diligently to provide new recreational amenities and to preserve both historic and natural resources whenever possible. These efforts have resulted in new turf and synthetic turf athletic fields, Clemyjontri Park, miles of trails, new equestrian facilities, and the preservation of historic Salona. He serves as president of Alcalde & Fay, a government and public affairs firm in the Washington area. In addition to being a successful businessman, Fay has been recognized worldwide for his global environmental policy expertise. He is also known for a broad range of community activities including his tenure as president of McLean Little League and 14 years of coaching baseball, softball and soccer. Fay was named as the 2012 Northern Virginian of the Year by Northern Virginia Magazine.

Kala Quintana, a longtime resident of Burke was appointed to the Park Board in 2010. She has served as a volunteer and activist on numerous committees involving community and transportation issues. Prior to her service with the Park Authority, she served as an at-large representative to the Fairfax County Trails and Sidewalks Committee. She also served as president of the Board of Trustees for the Burke Centre Conservancy from 2008-2011 and as a board member from 2006-2011. Quintana is a communication and public relations professional with a strong focus on public service. Since February 2002, she has served as Director of Public Outreach for the Northern Virginia Transportation Commission (NVTC). She also serves as Interim Public Information Officer for the Northern Virginia Transportation Authority (NVTA).

Treasurer Ken Quincy was named to the Park Board in 2007.  He currently chairs the Administration, Management and Budget Committee, as well as the Park Operations Committee, and serves as vice chair of the Planning and Development Committee. Quincy has been extensively involved in the planning for redevelopment of Tysons. He is a longtime resident of Vienna.  He retired from the Federal Deposit Insurance Corporation in 1977 after 31 years in bank supervision and regulatory compliance.  He als volunteers with the AARP Taxaide and the Fairfax County Adult ESOL program. He serves as President of the Dunn Loring Woods Civic Association.  He is a semi-competitive runner and bicyclist.
