Court Public Access Network (CPAN)
Overview
CPAN is a subscriber-based internet service that allows users to access the constantly growing database of official Circuit Court records, from 1742 to the present. CPAN subscribers typically include land professionals, such as title examiners, law offices, mortgage companies, banks, the Commissioner of Accounts and county agencies.
Information available on CPAN includes:

How to Apply
1. As an Individual
An individual who is applying for personal access must fill out and submit a notarized Business Subscriber Agreement, an Application for Remote Access and an Individual Subscriber Agreement.

2. As a Business or County Agency
An organization or county agency with an employee(s) who requires access must fill out and send a notarized Business Subscriber Agreement (to be filled out by an officer of the company who is authorized to enter into contracts or an agency director) with an Application for Remote Access and an Individual Subscriber Agreement per user.

3. As a New User for a Business or County Agency with Existing Accounts
An organization or county agency with existing accounts that have new users that require access must fill out, notarize and submit an Application for Remote Access and an Individual Subscriber Agreement along with a request on company letterhead.
- Letterhead Memo - From an officer of the company (or your agency's AISC if you are a Fairfax county employee) authorized to enter into contracts and on company letterhead. The memo should request an account for the user(s) by name.

CPAN Applications
Please print and forward only complete and original documents on letter-size paper. Each method of applying requires all documents listed. Payment is required at the time of submission, for details please review page 8 of the "CPAN Subscription Information" document located at the bottom of this page. Checks should be made payable to the "Clerk of the Circuit Court".
Please do not use correction fluid or tape. If any corrections are made they must be initialed by both the individual who signed the application and the notary.
1. Business Subscriber Agreement
- Terms and conditions for new subscribers (only required for the initial subscription). If applying as a business, this document must be signed by a company officer authorized to enter into contracts. Each employee that requires CPAN access must be listed on Schedule B and will be billed per user.
2. Application for Remote Access
- The application for a CPAN user account. Account access is restricted to the applicant. Sharing of accounts is expressly prohibited.
Instruction for County Employees only: Print RACF user ID in upper right hand corner of page 1.
3. Individual Subscriber Agreement
- Terms and conditions for the user.
4. Individual Subscriber Agreement Addendum, Security Questionnaire
- For existing CPAN subscribers only: Submit this Addendum only if you need to update your existing security challenge questions.
Each user must have challenge questions on file before account information or passwords can be changed.
