What is the size and cost of the homes?

There are (2) 2 bedroom – 1 bath homes and (2) 3 bedroom – 2 bath homes.  The sales price for the 2 bedroom home is $78,000 and $80,000 for the 3 bedroom home. One of the two bedroom homes has some accessible features.  The 2 bedroom homes are 15.6 feet by 65 feet.  The length includes a covered front porch.  The living space of the interior of the home is 899 square feet. The three bedroom homes are 15.6 feet by 76 feet in length including a covered front porch. The interior living space is 992 square feet.  The manufacturer of the homes is Skyline.

Who is eligible to purchase?

  1. Applicants who are income eligible and make between the minimum and maximum incomes listed below by family size are eligible to apply.  Income eligibility will be determined by the Woodley Hills Estate site manager.

Minimum Gross Household Income:

  • 2 bdrm unit - $23,000  Family Size – 1 to 4 persons
  • 3 bdrm unit - $24,860  Family Size – 3 to 6 persons

Maximum Gross Household Income:

  • $43, 050          Family of 1
  • $49,200           Family of 2
  • $55,350           Family of 3
  • $61,500           Family of 4
  • $66,400           Family of 5
  • $72,350           Family of 6
  1. Applicants that can prove that they meet the following financial criteria after meeting with a lender and obtaining a pre-approval letter for a loan can apply.  The form for the pre-approval letter will be provided by Fairfax County Housing and Community Development staff.
  • Credit score of 620+ for all household members purchasing the home
  • No previous foreclosures
  • No current outstanding collections or judgments
  • No outstanding payments 30 days overdue
  • No money owed to the FCRHA or County
  • Underwriting debt ratios  not to exceed 30% of Adjusted Gross Income
  • Evidence of the required down payment  and closing costs to purchase
  1. Applicants that do not own another home other than an existing manufactured home currently in Woodley Hills Estates or other manufactured home park in Fairfax County can apply.  Applicants who own a manufactured home in Fairfax County must sell their current home before settlement on a new unit at Woodley Hills Estates.  The maximum time allowed to sell the home before settlement is 90 days.

How do I apply?

  1. Complete and sign a  one page Expression of Interest
  2. Meet with a lender and have them complete a conditional pre-approval letter to determine financial eligibility.  A lender list will be provided upon request. Applicants can choose their own lender.  Fairfax County will not accept any loan that is not a fixed rate loan with reasonable terms conforming to the lending terms currently in the market place.
  3. Return the Expression of Interest and the lender conditional pre-approval letter by the deadline of August 14, 2008 to Barbara Silberzahn, Director of Homeownership and Relocation Services Division, Department of Housing and Community Development, 3700 Pender Drive Suite #100 Fairfax, VA 22030-6039.

The Expression of Interest and a lender conditional pre-approval form are available from the site manager. These forms will also be available at an Open House to be held August 20, 2008 at Woodley Hills Estates.

How will applicants be selected?

To be considered, applicants will need first to submit their paperwork by the due date of
September 5, 2008.  Applicants must demonstrate in the application process that they meet the income and financial underwriting requirements to purchase

Applicants must be first-time homebuyers with preference given to families of 2 to 4 persons for the 2-bedroom units and families of 3 to 6 persons for the 3- bedroom units.

Preference for the 2 bedroom home with accessible features will be given to an applicant demonstrating a need for those features before other applicants are considered regardless of family size.

What if I meet all the requirements to purchase, but I can not get a loan to pay the full value of the new home?

The FCRHA will fund up to $30,000 in second trust financing to the purchaser if they can obtain a first trust note that shows they meet the underwriting criteria stated above.  The note will be for 20 years with an interest rate of 5% calculated as simple interest.  The payment on the note will not be due until the sale of the unit.  If you the purchaser remain in the unit for 20 years, the loan will be forgiven.

What happens if I choose to sell my home after I purchase it?

The Fairfax County Redevelopment and Housing Authority will have the First Right of Repurchase at the purchase price paid by the homeowner or the NADA rate at the time of sale whichever is less.

Are there any other costs involved?

Yes.  The purchaser pays monthly lot rent to the Woodley Hills Estate Park.  The lot rent varies between $181 and $374 and is calculated based on purchaser’s income and expenses.  The lot rent includes trash disposal and snow removal.  The purchaser will be required to sign a Mobile Home Lot Lease prior to occupancy.
