Fairfax County Rental Program
Some developments have FHA-insured, reduced rate mortgages and some units receive Housing Choice Voucher (formerly Section 8 Program) subsidies, making them affordable to lower income households. The FCRP serves a range of households with incomes from the low teens to moderate incomes, depending on program component. Except for Housing Choice Voucher assisted units, all units have a minimum rent requirement and thus a minimum income for eligibility. The FCRP generally serves working households with incomes which are higher than those households in the Public Housing and Housing Choice Voucher programs.
Criteria Used to Select Applicants
The Department of Housing and Community Development (HCD) screens applicants for suitability for the Fairfax County Rental Program by confirming information provided on the pre-application form, including checking credit records, rental references, and police records. In some cases, HCD conducts a home visit to see how the family is caring for its current dwelling. Residents generally pay a minimum rent or 30% of their household income, whichever is greater, up to a ceiling (maximum) rent. However, at some properties, residents will pay a set rent based upon a standard of affordability. Applicants must also qualify by income (at least the minimum and no more than the maximum) for their unit/household size. Applicants must live or work in Fairfax County to be eligible to apply for FCRP in addition to meeting the income requirements.
Applying for the Rental Program
The Fairfax County Rental Program provides affordable housing for persons who lack the income necessary to enable them to afford market rate housing. There are several components to the program. You may apply for any of these if you meet the qualifications shown. To apply:

Please fill out an application to have your name placed on the appropriate waiting list. You can apply online at http://www.fairfaxcounty.gov/rha/apply.htm or obtain an application by calling the Housing Solutions Center at 703-385-3662. Your place on the FCRP waiting list is based on the date of your application and bedroom size.

Once your application reaches the top of the list, you will be notified by mail to schedule an appointment for an interview.

The interview is for determining your eligibility for housing.

Once you are approved and a unit is available, you will sign a lease and then may move in.

Reporting Changes. If any changes occur while your name is on a housing waiting list (such as moving to a new address or a change in your household size), you must notify this office in writing. Send changes to:

The Coan Pond Residences are conveniently located near Lee Jackson Memorial Highway (Route 50) and Interstate 66 on the first floor of the Fairfax County Redevelopment and Housing Authority’s office building in Fairfax. The efficiency apartments are designed to provide comfortable, affordable living quarters to working single adults living on a limited budget. Each unit is tastefully furnished and thoughtfully designed to afford privacy and comfort at a price well below market rents. The Coan Pond Residences offer pleasant living accommodations without the commitment of a long-term lease or the financial hardship of a large security deposit. The units are carpeted and come equipped with a twin bed, table and chairs, a private bathroom with shower and a kitchenette that includes a small refrigerator, microwave oven, electric cooktop, sink and garbage disposal. Each unit also has an individually-controlled heating and cooling unit and a master TV antenna hook-up.
Other amenities include:

• Free resident parking
Subsidized Housing Units
There are ten properties in this component of the FCRP Subsidized Housing Program. Each property provides housing to persons with lower income levels than other Fairfax County Rental Program properties due to HUD (federal) assistance. Final determination of eligibility will be made at the time of the interview. (Rents and income limits subject to periodic review and revisions. Families pay 30% of their adjusted income towards rent but not less than the base rent, and not more than the market rent as established by HUD. At Stonegate and Murraygate, there are some units rented under the Housing Choice Voucher program (formerly Section 8 program), which provides additional rental assistance as the family pays just 30% of its household income for rent. Minimum income requirements (on non-Housing Choice Voucher units) are based on the unit rent. For further information, contact the Mangement Offices directly.
