Resident Selection Criteria Herndon Harbor House is operated under a special tax credit program which requires that residents meet the following criteria: 62 years or older at time of application Income between the minimum and maximum requirements* *Persons with Section 8 vouchers or who receive subsidy from other organizations and fall below the minimum income requirements will be considered. Qualifying income may also include regular contributions from family or other sources.
