GSA Contracts Authorized for Use
On December 17 the President signed a bill allowing local governments to use the GSA schedules for automated data processing equipment (including firmware), software, supplies, support equipment, and services (as contained in Federal supply classification code group 70). Vendors are not required to extend use of their schedules to States or Local Governments.
Virginia Public Procurement Act (VPPA) Restrictions
VPPA is very specific about the types of contracts that Virginia jurisdictions may use. In general for Fairfax County to use another government's contract (including federal government contracts); the contract must have been awarded as the result of a competitive negotiation process as defined in the VPPA. Unfortunately most GSA schedules are awarded as the result of a process that does not comply with the VPPA. Therefore few, if any, of the GSA schedules will be available for use even after the procedures are in place
Fairfax County's Plan
The Department of Purchasing and Supply Management would like very much for the County to use the GSA Schedules. To make this a reality DPSM is encouraging changes to the VPPA and once the GSA procedures are published DPSM will thoroughly investigate ways to participate in the program.
