Small, Woman, Minority, Veteran or Service-Disabled Veteran Owned Business Enterprises (SWaM) 

Fairfax County does not certify businesses, however, Fairfax County does recognize business classifications of Small, Minority, Woman, Veteran and Service-Disabled Veteran Owned business enterprises that are certified by other agencies. Submit your certification documentation to the Vendor Relations Coordinator as an email attachment to VendorHelpSelfService@fairfaxcounty.gov or by fax to 703-324-3587. 

Fairfax County seeks to track all certifications of our vendors. Some of these certifications are issued by our business development partners, including those listed in the table below. More information may be found by contacting them or visiting their websites.

Fairfax County does not include preference or set-aside programs for SWaM categories as a procurement practice. Fairfax County engages the vendor community with an active Supplier Diversity Program with the goal to increase participation of Small, Woman, Veteran and Service-Disabled Veteran Business Enterprises in the procurement process.

Small Business Enterprise - An independently owned and operated business which, together with affiliates, has 250 or fewer employees or average annual gross receipts of $10 million or less averaged over the previous three years.Nothing in the provision prevents a program, agency, institution or subdivision from compluing with the qualification criteria of a specific state program or a federal guideline to be in compliance with a federal grant or program.

Minority-Owned Business Enterprise - A business concern with at least 51% ownership by one or more minorities who are United States citizens or legal resident aliens or, in the case of a corporation, partnership or limited liability company or other entity, at least 51% ownership interest by one or more minorities and whose management and daily business operations are controlled by one or more of such indiduals.

Woman-Owned Business Enterprise - A business concern which is at least 51% owned by one or more women who are United States citizens or legal resident aliens or, in the case of a corporation, partnership or limited liability company or other entity, at least 51% ownership interest by one or more women and whose management and daily business operations are controlled by one or more of such individuals.

Service-Disabled Veteran Owned Business Enterprise  - A business concern which is at least 51% owned by one or more Service-Disabled Veterans who are United States citizens or legal resident aliens or, in the case of a coin the case of a corporation, partnership or limited liability company or other entity, at least 51% ownership interest by one or more Service-Disabled veterans and whose management and daily business operations are controlled by one or more of such individuals.

Service-Disabled Veterans are able to obtain certification by the Department of Veterans Services (DVS) by calling 540-857-1701 or visiting the DVS website. Small, women- or minority-owned status with the Department of Minority Business Enterprise may be obtained before or after obtaining eligibility certificaiton from DVS. Both services are available at no charge.

Sheltered Workshop - A workshop or workplace that offers jobs to the physically or mentally disabled or which provides a supportive environment where the physically or mentally disabled may acquire job skills and vocational experience.

Government Agency/Public Body - An organization established by legislation or executive power to control information of interest to the public on behalf of an owner government that received public funds.
