Vendor Registration

Thank you for your interest in doing business with the county. All vendors interested in doing business with Fairfax County should register with eVA, the commonwealth of Virginia's electronic procurement portal, http://eva.virginia.gov .

Registration on the eVA web site is step one in doing business with Fairfax County and over 663 other local governments and state agencies in the commonwealth of Virginia. To register, re-activate your registration or update your file go to http://evaregishelp.dgs.state.va.us

The Department of Purchasing and Supply Management (DPSM), Fairfax County uses eVA to:

  • Prepare bidders lists for formal solicitations
  • Distribute notices of solicitations
  • Publish Invitations for Bids (IFB) and Requests for Proposals (RFP)

BUSINESS CLASSIFICATION SCHEDULE

"Our mission is to provide the necessary support to the small and minority business community desiring to do business in and with Fairfax County."

The definitions for small and minority businesses are as follows:

Small Business - is an independently owned and operated business which, together with affiliates, has 250 or fewer employees or average annual gross receipts of $10 million or less averaged over the previous three years.

Minority Business - is a business concern that is at least 51% owned by one or more minority individuals or in the case of a corporation, partnership or limited liability company, or other entity, at least 51% of the equity ownership interest in the corporation, partnership or limited company or other entity is owned by one or more minority individuals and both the management and daily business operations are controlled by one or more minority individuals. Such individuals shall include Asian American, African American, Hispanic American, Native America, Eskimo or Aleut.

Woman-Owned Business - A business concern that is at least 51% owned by one or more women who are U.S. citizens or legal resident aliens, or in the case of a corporation, partnership or limited company or other entity, at least 51% of the equity ownership interest is owned by one or more women who are U.S. citizens or legal resident aliens, and both the management and daily business operations are controlled by one or more women who are U.S. citizens or legal resident aliens.

BUSINESS CLASSIFICATION SCHEDULE FORM

Vendor Workshops - "Selling to Fairfax County"

The Contracts Division conducts a monthly workshop for vendors on "Selling to Fairfax County" The workshop is held in the Government Center Conference Center from 8:00 a.m. to 10:00 a.m. the third Wednesday of the month. Please direct interested vendors to 703-324-3201 for further information.

"Bidders Lists"

The Department of Purchasing and Supply Management uses the eVA vendor file to prepare "Bidder's Lists" for all "formal procurements" (i.e., goods or services greater than $50,000). "Notices of Solicitation" are sent to all vendors on each "Bidder's List" for formal purchase of specific goods and/or services by eVA using email and fax as the primary medium for communication.

For "informal bids" (i.e., bids less than the above dollar thresholds), vendors will also receive requests for quotes from eVA's Quick Quote system for a portion of Fairfax County's informal purchases.

Tax Exemption

Fairfax County is exempt from and will not pay Federal Excise Tax, Transportation Tax or the commonwealth of Virginia Sales and Use Tax. Vendors should not include the taxes in invoices presented to the County for payment.

The county's Federal Excise Tax Exemption number is 54-74-012K.

Visiting Other County Offices

Vendor sales efforts to a county agency are not prohibited and may be the best way to achieve small sales (i.e., sales less than $10,000). County agencies often request product and service information to keep current with the latest technologies, materials, sources of supply, etc. Furnishing sales literature or other product information is considered normal sales effort. However, such requests do not imply that you will receive an agency's order. Depending on a number of conditions, an agency's final requirement may result in a solicitation being issued by the Department of Purchasing and Supply Management.

Product Demonstrations

Similar to sales visits, product demonstrations are considered normal sales efforts. Vendors often have a product or service that may be of interest to many agencies within Fairfax County government. In this case, the Department of Purchasing and Supply Management can make arrangements for "product demonstrations" where a number of similar vendor products or services may be demonstrated in one central location (similar to a "product expo"). You should contact the appropriate buyer/contract administrator or Contracts Division Director for additional information.

The National Institute of Governmental Purchasing (NIGP) - NIGP hosts an "Annual Forum and Products Exposition" where vendors may demonstrate their products/services to a large number of U.S. and Canadian governments. The Virginia Association of Governmental Purchasing (VAGP) - VAGP hosts two conferences a year that includes vendor product demonstrations. For more information about participating in these conferences, you may visit VAGP web site.
