Meeting called to Order: The meeting was called to order by the Chair at 7:34 PM. The minutes of the previous February and March meetings were approved.

Bus Stop Safety and Accessibility Improvements – Paul Mounier FCDOT
Paul Mounier, Senior Transportation Planner, Fairfax County Department of Transportation (FCDOT), stated that the focus of the Bus Stop Safety and Accessibility Improvements program is improvements to individual bus stops. Funding this year is $7.5M from bond issue plus $1.4M +/- from the general fund. Approximately 100 projects are in process. Mr Mounier provided a list of all projects.
Other bus stop improvements are routinely accomplished with intersection improvement projects and from proffers. These are separate from the Bus Stop Improvement program.
Mr. Mounier discussed the prior County-wide bus stop study that provided the priority rankings for 344 priority stops in three categories. Projects were then grouped to achieve construction efficiencies for any other work needed within 0.2 mile of the priority 1 stops.
Questions were asked about ridership considerations at individual stops. Some data is available but not in the most useful format but has been considered. Suggestions were made relative to opportunities to make simple improvements such as a basic concrete pad as a way to maximize the use of scarce dollars. The department is pursuing such opportunities as well as quick fix solutions that don’t require extensive design or can be accomplished quickly. Of course any work must comply with ADA.
Mention was made of the recent Mount Vernon and Lee District sponsored bus tour of the four major transit centers.
Individual Commissioners offered suggestions for specific projects or high risk locations.
North County Area Plan Review (APR) Update – Michael Garcia FCDOT
Michael Garcia, Transportation Planner, FCDOT, provided a summary of the APR process and provided a map and list of the pending nominations in the North County area (encompasses four Districts). Thirty-nine original nominations were received but eleven have been withdrawn. Eight of the nominations must go through the VDOT 527 impact assessment process and thus are on a different timeline. One is being deferred and the remaining nineteen will be considered by the Planning Commission on May 20, 2009 and then the Board of Supervisors on July 13, 2009. The citizen Task Forces have reviewed the nominations and will be reconsidering some of the nominations prior to the Planning Commission meeting due to transportation considerations. A suggestion was made that individual Task Forces should be informed about nominations adjoining their District.
Mr Garcia provided brief summaries of the pending nominations which sparked some focused comments from individual Commissioners.
The Chair suggested that the County should take steps to assure TAC members are routinely appointed to APR Citizen Task Forces.
General Assembly Legislative Session Update – Tom Biesiadny, FCDOT
Tom Biesiadny, Chief, Coordination and Funding Division, FCDOT provided summaries and discussion of actions taken (or not taken) at the 2009 General Assembly Session. He also provided comprehensive information on the State decisions relative to federal stimulus funding for transit and highway improvements including $60M for the last two phases (III and IV) of the Fairfax County Parkway link between Newington and Rolling Road.
Strategic Planning Initiatives: The TAC Strategic Planning Review was moved to June 2, 2009 and will be held at the new offices of FCDOT.
- Ms Kelly Greenwood, new TAC member representing the FA-DSB, briefed the TAC on an Accessible Sustainable Transportation Seminar that was provided at the South County building on March 28th. The members would appreciate hearing the materials and an agenda item will be added to a future meeting.
- TAC recommended that budget impacts on the related programs should be addressed.
