Emergency Shelter Program

Fairfax County has six emergency shelters for individuals and families who are homeless. These shelters are operated by community nonprofit organizations under contract with the county. The following information pertains to families with children and for unaccompanied adults (without children) who need emergency shelter or other emergency housing assistance.

For families with children:

During business hours (8 a.m. to 4:30 p.m.), contact:

Human Services Coordinated Services Planning at 703-222-0880; TTY 703-803-7914.

A CSP representative will conduct an interview with the family to determine eligibility for shelter or other emergency services and make the necessary referrals.

After business hours:

  • If the situation involves the safety of children, call:
    Child Protective Services Hotline at 703-324-7400; TTY 703-222-9452.
  • If the family needs shelter only, call the following shelters directly:

Katherine K. Hanley Family Shelter (Fairfax)

  • A shelter for families with children.
  • Accommodates up to 20 families.
  • Full service program: case management, mental health counseling, health care services.
  • Opened in 2007. Operated by Shelter House, Inc.

Embry Rucker Community Shelter (Reston)

  • A shelter for families with children and adults without children.
  • 42 beds (10 rooms) for families.
  • 28 beds for unaccompanied adults (20 men and 8 women).
  • 10 beds for cold weather overflow (November 1 through March 31).
  • Full service program: case management, health care with on-site mental health substance abuse counseling.
  • Opened in 1987. Operated by Reston Interfaith, Inc.

Mondloch House (Richmond Highway - Alexandria)

  • 53-bed shelter primarily for families with children.
  • 45 beds for families; 8 beds for chronically homeless adults.
  • Full service program: case management, mental health counseling, health care services.
  • No walk-ins.
  • Opened in 1978.
  • Operated by New Hope Housing, Inc.

Shelter House (Falls Church)

  • Full service program: case management, health care services and life skills training.
  • Opened in 1982. Operated by Shelter House, Inc.

Bailey’s Crossroads Community Shelter

  • 36 beds for men; 14 beds for women; 10 beds for cold weather overflow (November 1 through March 31).
  • Full service program: case management, on-site mental health and substance abuse counseling and health care services.
  • Opened in 1987. Operated by Volunteers of America, Chesapeake.

Eleanor U. Kennedy Shelter (Richmond Highway – Fort Belvoir)

  • 50-bed walk-in shelter for adults without children.
  • 38 beds for men; 12 beds for women.
  • 15 additional beds for overflow capacity year-round, plus 10 more during cold weather.

  • Opened in 1986. Operated by New Hope Housing, Inc.
