OIPA Reviews of FCPD Force Incidents in 2015 and 2016
OIPA conducted reviews of FCPD force incidents in 2015 and in 2016 to provide the Board and community members with more information on these incidents than previously made available. The newly released review of 2016 incidents summarizes the frequency of force incidents by race as well as common situational factors in force incidents across the years, 2015-2016.
Research Partners to Study FCPD Uses of Force from 2016-2018
OIPA is currently facilitating a study by the University of Texas at San Antonio and the University of Cincinnati to identify patterns and trends in FCPD uses of force during 2016-2018 with emphasis on racial, ethnic, gender, or similar disparities across subpopulations. This multivariate statistical study will attempt to identify potential reasons or causes for the differences in the rate and level of force used against civilians of different races, which is beyond the scope of OIPA’s data reviews. The UTSA team will issue a public report on the study’s findings and recommendations and present it to the Board of Supervisors by early 2021.
