CALL TO ORDER

Commission Chair Gloria Crawford called the Wednesday, April 17, 2019 Commission meeting to order at 7:30 p.m.

Approval of Agenda: It was moved by Commissioner Solon and seconded by Commissioner Torres that the April 17, 2019 agenda be approved as amended. The motion passed by unanimous vote.

Approval of Minutes: It was moved by Commissioner Torres and seconded by Commissioner Salinas that the February 6, 2019 minutes be approved as presented. The motion passed by unanimous vote.

STAFF ISSUES: Director Sanders updated the Commission with the March monthly report. Director Saunders informed the Commissioners that OHREP will hire two new investigators as well as an Outreach Coordinator.

COMMISSION BUSINESS:

HRC #2018015H – FIR. It was moved by Commissioner Solon and seconded by Commissioner Shipman that a finding of reasonable cause based on evidence sufficient to establish that a violation of the Human Rights Ordinance has occurred consistent with the recommendation of OHREP with respect to the allegation of Failure to Accommodate the son. This motion passed by unanimous vote.

It was moved by Commissioner Solon and seconded by Commissioner Shipman that the complaint be dismissed due to insufficient evidence that a violation of the Human Rights Ordinance has occurred consistent with the recommendation of OHREP with

respect to the allegation of Failure to Accommodate the mother. This motion passed by unanimous vote.

HRC #2018135H - FIR. It was moved by Commissioner Torres and seconded by Commissioner Malik that the complaint be dismissed due to insufficient evidence that a violation of the Human Rights Ordinance has occurred consistent with the recommendation of OHREP with respect to the allegation of Failure to Accommodate the Complainant. This motion passed by majority vote with Commissioner Bhinge abstaining.

HRC #2018140H - Conciliation. It was moved by Commissioner Salinas and seconded by Commissioner Torres that the Conciliation Agreement in this matter be accepted as presented. This motion passed by majority vote with Commissioner Solon abstaining.

HRC #2018065H - Conciliation. It was moved by Commissioner Torres and seconded by Commissioner Hudson that the Conciliation Agreement in this matter be accepted as presented. This motion passed by unanimous vote.

HRC #2015084E - Conciliation. It was moved by Commissioner Shipman and seconded by Commissioner Malik that the Conciliation Agreement in this matter be accepted as presented. This motion passed by unanimous vote.

HRC #2019009PA- Mediation. It was moved by Commissioner Shipman and seconded by Commissioner Salinas that the conciliation agreement in this matter be accepted as presented. This motion passed by unanimous vote.

HRC #2012162E - It was moved by Commissioner Torres and seconded by Commissioner Malik that a public hearing not be scheduled in this matter and that this case be closed before the Commission. This motion passed by majority vote with Commissioner Alber abstaining.

HRC #2014097E- It was moved by Commissioner Solon and seconded by Commissioner Shipman that a public hearing not be scheduled in this matter and that this case be closed before the Commission. The motion passed by unanimous vote.

Commission Complaint. Housing Supervisor Kristen Barry proposed a Commission initiated complaint to the Commissioners. It was moved by Commissioner Salinas and seconded by Commissioner Hudson that the Commission file a complaint in the matter of the Human Rights Commission v. Paradigm Management II, LP (Property Manager). The motion passed by unanimous vote.

COMMUNITY CONCERNS: Future Awards Programs – This matter was tabled until next meeting.

PENDING BUSINESS: Appointment of Representative - Commissioner Hudson agreed to serve as Representative for the Virginia Human Rights Association Steering Committee. Commissioner Hudson stated he will be proposing an agenda for June 1st and will be reporting back and share it with the Commissioners in upcoming meetings.
