VDSS Exceptional Circumstances Payment Pilot Program Extended

concerned woman looking at teen girlThere is new information regarding the state’s Exceptional Circumstances Payment Pilot program for foster families.

What is it? This pilot program allows for payments of $3000 per month (pro-rated) to be made per household to foster homes with an exceptional circumstance. This program is an initiative to address the needs of children in foster care with high level behavioral concerns who are waiting for a placement or at risk of displacement. The pilot program was originally funded through the state’s Safe and Sound Task Force until May 31, 2023.

So, what’s new? The Virginia Department of Social Services (VDSS) has identified an alternative funding source so the pilot can continue through June 30, 2024.

How does it work? Foster parents may use the payment for any items or service which enables them to provide near constant supervision of the child such as taking a period of leave from employment during an exceptional circumstance. Through this pilot VDSS intends to prevent displacement or allow for a placement to occur which will address the exceptional circumstances. This is intended to serve as a time-limited funding arrangement.

What happens when the pilot is over? VDSS’s goal is to make a ‘crisis’ or ‘exceptional circumstances’ payment part of the regular maintenance structure in the future in order to use title IV-E and CSA funding for the payment at that time. As such, the exceptional circumstances payment would need to be consistent with the title IV-E definition of additional daily supervision and should focus on the additional time that foster parents will be actively caring for child/youth while they are in crisis.
