The Fairfax County Board of Supervisors signed a Stepping Up resolution in 2015 and the CSB, Courts, legislators and the Sheriff’s Office are actively engaged in national efforts.  In 2019, Fairfax was named as a Stepping Up Innovator County and is part of a cohort of jurisdictions that share information and resources.

A Diversion First Stakeholders Group was initially convened in 2015 and continues to meet.  A bimonthly Diversion First Leadership Group serves as an internal oversight group and functions to remove barriers to progress.  Multiple workgroups continue to meet regularly.  Diversion First received funding to develop and enhance services in FY 2017, FY 2018, FY 2019 and FY 2020.

Multiple data reports and analyses have been completed and data points are shared at every Stakeholders meeting; an Annual Report with metrics is published each year (Stakeholder presentations and Annual Reports are available online).  Data is shared among Diversion First partners and is used for decision-making and resource allocation.  The county’s Department of Information Technology has developed automated tools to assist with data collection and is developing a Diversion First Data Warehouse.

Community Services Board staff have received training on cultural competency, a language line platform for assessments has been implemented and a number of staff are fluent in multiple languages.  In addition, the CSB has been actively engaged in the countywide One Fairfax initiative, and has an Action Plan and an ongoing Equity Workgroup.

Launched on January 1, 2016, the Merrifield Crisis Response Center (MCRC), operates as an assessment site where CIT trained law enforcement officers are on duty 24/7 to accept custody when a patrol officer brings in someone who is experiencing a mental health crisis and needs services.  The MCRC is staffed by the Community Services Board, Police Department and Sheriff’s Office.  
At the MCRC, CSB staff provide assessment, crisis intervention, peer supports and other needed services to individuals in crisis.  

The 5 Northern Virginia CSB’s, Fairfax-Falls Church, Arlington, Alexandria, Prince William and Loudon operate regional programs for individuals with Mental Health, Substance Abuse, and Developmental Disabilities.   They have recently implemented a contract with a crisis stabilization provider able to accept direct admissions from law enforcement.  

In addition, the Fairfax-Falls Church CSBs Crisis Stabilization Unit is now accepting some individuals under a Temporary Detention Order.  This allows individuals to remain in a less restrictive community setting and avoid hospitalization.   The crisis stabilization unit will also accept individuals for detoxification.

Staff are strategically placed based on evolving needs and Jail Diversion staff work across the Sequential Intercept Model.  An Adult Detention Center (ADC) Care Coordinator, Mandatory Outpatient Coordinator and Emergency Services Care Coordinator provide outreach and ADC in-reach for individuals who may need services but have not been engaged in treatment. Jail Diversion has added 12 positions since FY18, more than doubling the capacity for intensive outreach, engagement and connection to services.

Two Mobile Crisis Units (MCUs) have been added, for a total of three operational units. Televideo capacity has been expanded and includes emergency rooms, psychiatric units and the Adult Detention Center.  The Diversion First initiative of 24/7 law enforcement onsite at the Merrifield Crisis Response Center (MCRC) has significantly decreased the number of people waiting for an MCU response, as individuals are now transported directly to the MCRC by law enforcement.

Since FY18, three behavioral health positions have been added in the ADC, and 3 positions have been added to assist the Courts with assessments. Position descriptions and recruitment efforts have been modified to meet changing demands for recovery-oriented clinicians to support Diversion First. Staff coverage has expanded to include evenings and weekends.  Jail Diversion has added 12 positions since FY18, more than doubling the capacity for intensive outreach, engagement and connection to services.

An additional behavioral health clinician position is solely focused on release planning.  In addition, a Care Coordinator position was added to provide case management to those in the ADC who have had multiple incarcerations in a short timeframe and who need services.

Pharmacy policies and Standard Operating Procedures are reviewed on a regular and ongoing basis.  CSB and ADC Medical Providers meet regularly to assure collaboration, best practices in prescribing and to address concerns. The Sheriff’s Office established a new position, the Director of Correctional Health and Human Services, to assure that this collaboration continues with a focus on best practice approaches to correctional care of inmates.

The Mental Health Docket was approved by the Virginia Supreme Court in February 2019, and the Docket successfully launched in July 2019.  In addition, a Supervised Release Non-Compliance Docket for individuals with behavioral health issues began in August 2018 and continues to operate.
