The Empowerment and Support for Residents Facing Vulnerability dashboard is the final dashboard published to support the implementation of the Fairfax Countywide Strategic Plan. There is a dashboard for each of the 10 Community Outcome Areas, and all dashboards will be updated regularly.
The Empowerment and Support for Residents Facing Vulnerability dashboard presents information under four topic areas referred to as indicators:
- All People are Respected, Understood and Connected
- Services are Easy to Access and Use
- Services are High Quality and Coordinated
- All People Can Meet their Basic Needs
These indicators contain five headline metrics related to ALICE households (Asset Limited, Income Constrained, Employed), basic needs assistance requests, residents with disabilities, adults reporting loneliness and volunteers feeling connected.
The dashboard is designed to:
- Inform residents and stakeholders
- Monitor progress over time
- Identify any demographic or geographic disparities among residents
- Guide community leaders, practitioners and advocates in making data-driven decisions
Overall, the data included in this dashboard helps to evaluate the goal of supporting residents, especially vulnerable populations, toward self-sufficiency. Vulnerability is measured beyond financial hardship and considers resident feelings of social isolation and connection to the community.
Data Highlights
Nearly 1 out of 4 Households are ALICE (Asset Limited, Income Constrained, Employed)
ALICE households earn above the federal poverty level but less than the basic cost of living. About 24% of Fairfax County households were considered ALICE households, and an additional 5% were in poverty in 2023. Coordinated Services Planning received more than 18,000 basic needs requests in 2025. The top three requests were for housing payment assistance, emergency food and utility bill assistance.
Most Volunteers Feel More Connected to the Community
The county had more than 39,000 active or pending volunteers as of the end of 2025. Volunteers provided more than 470,000 hours of services to Fairfax County in FY 2025. In the same year, 91% of volunteers surveyed agreed or strongly agreed to feeling more connected to the community. In addition, 49% of older adults surveyed in 2022 reported that they spent at least one hour volunteering per week during a typical week, and 54% of Fairfax County Public Schools 8th, 10th and 12th graders surveyed in 2024 reported they volunteered to do community service in the past year.
