Common Interest Community Board

The Common Interest Community Board and the Office of the Common Interest Community Ombudsman were established by Virginia statute and became effective July 1, 2008. 

The Common Interest Community Board is made up of eleven members appointed by the Governor. The board includes members from the common interest community industry:

  • 3 common interest community managers.
  • 1 community association attorney.
  • 1 community association accountant.
  • 1 representative of the time-share industry.
  • 2 developer representatives.
  • 3 citizens (2 residents and 1 current or former board member).

The Common Interest Community Board is responsible for establishing criteria for licensure of common interest community management firms and establishing criteria for the certification of the employees of common interest community management firms. In addition, the Board has the authority to establish training and education requirements and programs.

The Office of the Common Interest Community Board provides staff support for the Board and maintains the registration of all common interest community associations and common interest community management firms. Registration renewals are required annually. 

All activities of the board including meeting notices, minutes, pending and approved regulatory actions are maintained on the Virginia Regulatory Town Hall website.

Office of the Common Interest Community Ombudsman

The Office of the Common Interest Community Ombudsman assists members in understanding their rights, and the processes available to them according to the declaration and bylaws of the association. 

The Office of the Common Interest Community Ombudsman answers inquiries from members, and other citizens; and provides information concerning common interest communities upon request.  The scope of the Ombudsman’s responsibilities will be further defined by regulation.
