Former Fairfax County Supervisor Penny Gross played a pivotal role in establishing the Metropolitan Washington Regional Tree Canopy goals. She championed the importance of urban forestry and its benefits for public health and communities. Her advocacy was instrumental in developing strategies to protect, manage, and expand the region’s urban forests.
