Opportunity Zones

Within the Federal Tax Cuts and Jobs Act of 2017, a new tax incentive program called Opportunity Zones was created by Congress as a means to encourage economic development and revitalization in targeted areas across the country. This program allows private investors to receive tax benefits in return for investing in qualified areas through established Opportunity Funds. The governor of each state was given the discretion to nominate up to 25 percent of their state’s low income community census tracts to be eligible for investment, a total of 212 possible nominations in Virginia alone.

From those eligible, states were given the freedom to nominate specific tracts based on their own additional criteria, including the social needs and potential for investment in each area. On May 24, 2018, all nominations submitted by Virginia Governor Ralph Northam were confirmed by the U.S. Department of the Treasury, including nine located within Fairfax County. These nine tracts include North Hill, Hybla Valley, Mount Vernon Woods, South County Center, Willston Center, Bailey’s North/Glen Forest, Skyline Plaza, Herndon South and Lake Anne.

The following Opportunity Zones web mapping application was developed as a way to provide information on these specific communities to the public at large, including potential investors. As a comparison, information on Fairfax County as a whole is also provided, as well as information on undesignated low income communities. Web Mapping Application

This web mapping application graphically illustrates the nine identified Opportunity Zones (census tracts) in Fairfax County. Click on each opportunity zone on the map to access a pop up with more information on that census tract, including an interactive infographic with information on the population and businesses located there. You can also access each infographic directly below.

The twenty-eight undesignated low income community tracts (census tracts that were eligible to be opportunity zones but were not selected), commercial revitalization areas and districts, and neighboring county opportunity zones are also included in the application.

Each infographic contains information on demographics, race and Hispanic origin, housing, at risk populations, education and employment. DATA AND METHODOLOGY

The data contained in the Opportunity Zone web mapping application was created using Esri's Business Analyst Desktop. The data on health insurance coverage, households with at least one person with a disability, households without a vehicle, households below the poverty level and burdened renters comes from the American Community Survey (ACS) 5-year estimates. All other data comes from Esri's Updated Demographics.
