Inoperative Vehicles

Inoperative (Junk) Vehicles

The Fairfax County Police Department responds to citizen complaints involving inoperative (junk) vehicles on private property. You may submit an anonymous report using the online form linked below. If you are aware of an inoperative vehicle on commercial property, or property that is governed by an HOA, please contact property management.

Public Streets

Inoperative vehicles parked on public streets are violations that should be reported to Parking Enforcement instead.

What is considered an inoperative vehicle?

  • Any motor vehicle, trailer, or semi-trailer parked on private property which;
    • Is not capable of starting and moving under its own power; OR
    • Does not display valid license plates; OR
    • Does not display an inspection decal that is valid (or displays an inspection decal that has been expired for more than 60 days).

What happens after submitting a report?

  • A Police Impound Officer will investigate your report and no further action is required.
  • If the vehicle is found to be in violation, the offender is given a 30-day warning to comply with code.
  • If the vehicle remains in violation after the 30-day period, the offender will be given a 10-day notice of violation.
  • If the notice of violation is disregarded, criminal enforcement action is taken.

Code Enforcement

Chapter 110 of the Fairfax County Code regulates the keeping of inoperative motor vehicles and trailers.

"It shall be unlawful for any person, firm or corporation to keep any inoperative motor vehicle, trailer, or semi-trailer on any property zoned for residential, commercial, or agricultural purposes unless such vehicle is kept within a fully enclosed building or structure or is kept completely screened or shielded from view."

Failure to comply with removing an inoperative vehicle will result in the violator being charged with a class 2 misdemeanor. Conviction of a Class 2 misdemeanor is punishable by up to six months in jail and up to a $1,000.00 fine.
