Spay/Neuter Voucher Program

man with two dogs licking his faceFairfax County is proud to partner with local veterinary practices to provide low-cost spay/neuter vouchers for purchase. The Spay/Neuter Voucher Program aims to assist residents in caring for their pets by reducing financial barriers to affordable veterinary care. Fairfax County income-eligible residents can apply for a spay/neuter voucher to redeem at a local veterinary partner.


How it Works

  1. Apply for a Voucher: Income-eligible Fairfax County residents can apply for a voucher online by filling out this form, or they can apply in person at either of our shelter locations in Fairfax or Lorton during open hours. Please allow a shelter staff member 5-7 business days to determine your eligibility and reach out with the next steps.
  2. Purchase Your Voucher: Once approved, pet guardians will receive an email confirmation from a member of our team with details about how to purchase the voucher.
  3. Schedule Your Appointment: Pet guardians are responsible for scheduling the surgery directly with the veterinary facility. Vouchers must be redeemed within 60 days of issue and are non-refundable. 

Please Note: We have a limited number of vouchers available for purchase each month. Not all veterinary partners may be available every month, and vouchers may sell out. There is no waiting list, and applications will not be held for the following month if vouchers are sold out. The Spay/Neuter Voucher application will close when vouchers are sold out and will reopen the following month.


Voucher Eligibility 

Fairfax County pet guardians who qualify for social services (such as WIC, Medicaid, TANF, SNAP or Food Stamps, Social Security and Unemployment Benefits) or whose annual household income falls below these thresholds are eligible for spay/neuter vouchers:

For families with more than 8 persons, add $6,248 for each additional person.

 

Fairfax County Animal Services determines the income chart above, updated and effective May 2026, based on the Northern Virginia Scale, adding 10% to the baseline Federal Poverty Level. 


Voucher Costs

  • Cat Spay/Neuter - $90 to $130
  • Dog Spay/Neuter - $180 to $210

Voucher purchase is priced per pet. If you have multiple pets, you will need separate vouchers.

Spay/Neuter Voucher FAQ

The voucher cost includes routine postoperative care including suture removal and medication as a result of surgery and an e-collar at the discretion of the veterinarian.

All pets are required to have a current rabies vaccine and should show proof of an up-to-date vaccine status. If your pet does not have a current rabies vaccination or you do not bring proof of a current rabies vaccination, your pet will be vaccinated for rabies.

The voucher also covers the cost of DHPP or FVRCP vaccines, rabies vaccines, and/or microchips for those who choose to redeem them. However, any additional treatments or procedures are not included.

After you receive confirmation that your application is approved, vouchers can be purchased over the phone or in person. Cash, Visa, or Mastercard payments are accepted.

Right away! Vouchers must be redeemed within 60 days of issue and appointments should be scheduled with the veterinary facility directly.

Since we have a limited number of vouchers available for purchase each month, not all veterinary partners may be available every month, and vouchers may sell out.
