Fairfax County has launched BUILD: Site Assembly and Redevelopment Program to help realize new investment and community opportunities by providing financial incentives for new residential and commercial projects. It offers a partial real estate tax abatement and reduced permit fees for qualified projects.  This updated program replaces the former Economic Incentive Program, adding more eligible locations and greater flexibility to attract private investment.

The program now gives each approved project a custom timeline to complete construction so that the full financial benefit can be achieved. The county also expanded the program's reach to a total of nine areas: Annandale, Baileys Crossroads/Seven Corners, Culmore, Huntington, Lake Anne, Lincolnia, McLean, Richmond Highway, and Springfield.

To qualify for the BUILD program, developers must combine at least two neighboring, separately owned parcels totaling a minimum of two acres for commercial, industrial, or multi-family use that aligns with county plans. In return, accepted projects receive an up to ten-year property tax abatement on the increased value of the new development and a 10% discount on site plan permit fees.

The original program has already supported eight local developments, including the Skyline building conversions in Bailey's Crossroads. Collectively, these projects will ultimately deliver over 2,800 new homes.
