As part of the construction of “The One”, the road will be widened in many locations to add bus lanes and other improvements such as bike lanes and sidewalks. To do this work safely, some utilities need to be moved as some are currently too close to the road or are located on grass strips between service roads and main travel lanes.
“Utility relocation” means moving underground pipelines, cables and overhead poles, wiring and equipment to new locations so road construction can proceed safely, with minimal disruptions to services. This work will be done in phases, in sections we’re calling “zones" (see the utility relocation map below). We estimate that it will take approximately 12 - 24 months to complete utility relocation activities,
Most utility work will take place on service roads. These are the smaller roads that run next to Richmond Highway in many areas and are mostly owned by VDOT. The relocation of several utility poles will result in permanent adjustments to entrances and exits to a handful of businesses along Route 1. Information regarding specific access point changes will be provided below as details are finalized. This information will be updates as needed through the end of the project.

Which utilities are being relocated?
Utilities to be relocated will include infrastructure for Dominion Energy, Verizon, Cox and Washington Gas.
Will utility service to my home or business be disrupted?
Each utility company will provide advance notification to their customers of any service disruption that may be necessary. Please contact your service provider for any questions or concerns regarding service delivery.
How will this work impact traffic flow and access to homes and local businesses along the Richmond Highway Corridor?
All homes, businesses and services will be accessible; however, small sections of service roads will be blocked to accommodate the movement of utility poles and a few access routes to some local businesses will change. Please review the access point changes for each zone in the menu above and allow for extra travel time to reach your destination.
What is the project team doing to ensure minimal impacts to traffic lanes along Richmond Highway?
There will be an onsite inspection team at all times dedicated to observing operations and minimizing any impacts to the travel lanes. While some temporary inconveniences may be required, our team is committed to minimizing the frequency and duration of these disruptions.
