Board of Supervisors Approves Judicial Complex Redevelopment Plan

On Tuesday, Dec. 3, the Board of Supervisors approved amendments to the development plans for the Judicial Complex, paving the way for the transformation of a critical civic campus into a vibrant, sustainable hub. The multiphase plan aims to expand public services, preserve historic elements and introduce new community amenities.

Phase 1: Laying the Foundation


The first phase will deliver a four-story judicial annex with 150,000 square feet of office space and one level of underground parking. Designed to modernize operations, this building will complement the existing courthouse while incorporating sustainable features. Traffic and pedestrian safety enhancements within the Judicial Complex and along Chain Bridge Road are also planned.

Future Vision


The approved redevelopment plan envisions several community-focused additions:

  • Diversion and Community Re-Entry Center: A facility to divert individuals from incarceration, support those re-entering the community from jail and provide resources that lead to long-term stability and success.
  • Community Connectivity: An expanded network of pedestrian and bike paths linking the Judicial Complex to Old Town Fairfax and nearby neighborhoods.
  • Open Spaces: Redesigned public plazas and lawns, including a revitalized historic courthouse green, will serve as gathering spaces for events and recreation.

Commitment to Sustainability


The project prioritizes environmental stewardship with energy-efficient building designs, sustainable landscaping and modernized stormwater management systems.

Background and Next Steps


The redevelopment is part of a long-term master plan initiated in 2021 to address the county’s growing public safety and judicial needs. Phase 1 construction is set to begin in late 2025, with completion anticipated by 2028. Future phases will require additional planning and community input.
