About Board Meetings

The Board of Supervisors, Board Committees and BACs (Boards, Authorities and Commissions) all conduct meetings. Board meetings and board committee meetings are archived and organized by date, with each individual meeting page containing the meeting agenda and summary (minutes) of Board actions and links to presentations, audio and video coverage. To speak at a meeting, complete the sign-up form.

 

INSTRUCTIONS FOR IN-PERSON BOARD MEETINGS

If Northern Virginia has entered and is in Phase 3 of the Governor’s Reopening Plan by the date of the meeting, meetings will be open to in-person testimony. Please check out the Board Meeting schedule for more information on how the Board may be meeting and the agenda/package for each meeting.

While individuals may appear and be heard at the meeting, individuals who wish to testify in-person are encouraged to sign up in advance of the meeting to be added to the Speakers List. Individuals can do so by filling out and submitting their information here or by calling the Department of Clerk Services at 703-324-3151, TTY 711. Individuals must sign up by 12 p.m. on the day of the hearing to be added to the Speakers List.

Individuals are strongly encouraged to testify virtually, if possible. More information on the virtual methods (written, via phone, or via video) to testify can be read here.

Regardless of the method that individuals want to testify, those speaking on behalf of an organization are given five minutes to testify; those speaking as an individual are given three minutes. [NOTE: for Board dates containing Public Comment, all speakers are given three minutes to testify. In addition, for public comment, the Board will hear testimony on any issue except those: under litigation, that have been scheduled for public hearing before the Board, and/or on personnel matters or comments regarding individuals]


INSTRUCTIONS FOR ALL ELECTRONIC BOARD MEETINGS

The Board of Supervisors may be meeting electronically due to the State of Emergency caused by the COVID-19 pandemic. Please check out the Board Meeting schedule for more information on how the Board may be meeting and the agenda/package for each meeting. As required by law, copies of the full text of proposed ordinances, plans and amendments, as applicable, as well as other documents relating to the Board of Supervisors meetings, are online, but are also on file and available for review with the Department of Clerk Services. To make arrangements to view the documents, please contact the Department of Clerk Services at 703-324-3151, TTY 711.

When meetings are held electronically, no in-person testimony will be heard, but there are several alternative ways that you can testify on any of the Public Hearing items scheduled:

  • Submit Written Testimony: e-mail ClerktotheBOS@fairfaxcounty.gov or mail your testimony to the Department of Clerk Services at 12000 Government Center Parkway, Suite 552, Fairfax, VA  22035.
  • By Phone: Register to Speak; the Department of Clerk Services will give you a call after registering to confirm your preferred method of testifying; or
  • By Video: Register to Speak and then submit a YouTube Video here.

Those wishing to testify via phone or video must register by signing up online here or by calling the Department of Clerk Services at 703-324-3151, TTY 711. Speakers to testify via phone must sign up to testify no later than 12:00 p.m. the day of the hearing to be placed on the Speakers List. Speakers testifying via video must sign up and submit their video no later than 9 a.m. on the day prior to the hearing. For both phone and video testimony, you are given three minutes to speak as an individual; if you are the spokesperson for a group, you are given five minutes. All meetings will be televised on Channel 16 (closed captioning available), streamed live online and available to view on demand following the meeting. Live audio of the meeting may also be accessed by dialing 703-324-5300.

Board Meeting Procedures

Board meetings are open to the public and conducted according to the Board’s Rules of Procedure based on Robert’s Rules of Order.

The chairman presides at Board meetings and has all the rights and duties of other Board members including one vote, but does not have independent executive authority or a legislative veto.

A copy of the county executive's items is provided for the public in a notebook just inside of the Board Auditorium off the lobby entrance. Copies of the land use cases are available in the same location after the lunch break.

Meeting Scheduling

  • The Board usually meets two Tuesdays per month in the Board Auditorium in the Fairfax County Government Center, 12000 Government Center Parkway, Fairfax.
  • Board Committees usually meet on alternate Tuesdays in Conference Room 11 in the Government Center (with some exceptions, as noted in the schedule).
  • BACs (Boards, Authorities and Commissions) meet at various times and locations, based upon the needs of the individual advisory body.

Sample Board Meeting Agenda

9:30 a.m. -- Presentations During this section of the meeting, the Board recognizes outstanding citizens, organizations or events.

10 a.m. -- Special Reports These do not occur at every meeting, but may include an annual report by a Citizen Board, Authority or Commission, a special report by county staff, etc.

10:30 a.m. -- County Executive The county executive or staff presents items before the Board for its consideration, action or information.

11 a.m. -- Board Matters Board members are each given time to discuss issues of concern to them.

1 p.m. -- Break/Closed Session

3 p.m. -- Public Hearings Public hearings may extend into the evening and cover issues such as land use and zoning applications, proposed permit parking districts, etc.
