INSTRUCTIONS FOR IN-PERSON BOARD MEETINGS
If Northern Virginia has entered and is in Phase 3 of the Governor’s Reopening Plan by the date of the meeting, meetings will be open to in-person testimony. Please check out the Board Meeting schedule for more information on how the Board may be meeting and the agenda/package for each meeting.
While individuals may appear and be heard at the meeting, individuals who wish to testify in-person are encouraged to sign up in advance of the meeting to be added to the Speakers List. Individuals can do so by filling out and submitting their information below or by calling the Department of Clerk Services at 703-324-3151, TTY 711. Individuals must sign up by 12 p.m. on the day of the hearing to be added to the Speakers List.
Individuals are strongly encouraged to testify virtually, if possible. More information on the virtual methods (written, via phone, or via video) to testify can be read here.
Regardless of the method that individuals want to testify, those speaking on behalf of an organization are given five minutes to testify; those speaking as an individual are given three minutes. [NOTE: for Board dates containing Public Comment, all speakers are given three minutes to testify. In addition, for public comment, the Board will hear testimony on any issue except those: under litigation, that have been scheduled for public hearing before the Board, and/or on personnel matters or comments regarding individuals]
INSTRUCTIONS FOR ALL ELECTRONIC BOARD MEETINGS
The Board of Supervisors may be meeting electronically due to the State of Emergency caused by the COVID-19 pandemic. Please check out the Board Meeting schedule for more information on how the Board may be meeting and the agenda/package for each meeting. As required by law, copies of the full text of proposed ordinances, plans and amendments, as applicable, as well as other documents relating to the Board of Supervisors meetings, are online, but are also on file and available for review with the Department of Clerk Services. When meetings are held electronically, no in-person testimony will be heard, but there are several alternative ways that you can testify on any of the Public Hearing items scheduled:
- Submit Written Testimony: e-mail ClerktotheBOS@fairfaxcounty.gov or mail your testimony to the Department of Clerk Services at 12000 Government Center Parkway, Suite 552, Fairfax, VA 22035.
- By Phone: register to speak below; the Department of Clerk Services will give you a call after registering to confirm your preferred method of testifying; or
- By Video: register to speak below and then submit a YouTube Video here.
Those wishing to testify via phone or video must register by signing up online below or by calling the Department of Clerk Services at 703-324-3151, TTY 711. Speakers to testify via phone must sign up to testify no later than 12:00 p.m. the day of the hearing to be placed on the Speakers List. Speakers testifying via video must sign up and submit their video no later than 9 a.m. on the day prior to the hearing. For both phone and video testimony, you are given three minutes to speak as an individual; if you are the spokesperson for a group, you are given five minutes. All meetings will be televised on Channel 16 (closed captioning available), streamed live online and available to view on demand following the meeting. Live audio of the meeting may also be accessed by dialing 703-324-5300.
