Emergency Medical Services Transport Billing

EMS Transport Billing in Fairfax County

Emergency Medical Service (EMS) transport billing began on April 1, 2005 in Fairfax County. Fairfax County Fire and Rescue Department (FCFRD) is committed to a “service first” philosophy and strives to provide the finest emergency medical services possible. 

Following a cyberattack in February 2024 that caused the shutdown of the County’s EMS billing systems—in order to safeguard patients’ protected health information—FRD currently has contracts with two EMS billing companies.  The billing company processing the billing for your particular EMS incident will depend on the specific date of service (DOS) for your EMS incident.

Requests for copies of EMS Records and/or Itemized Bills are handled by the EMS Records Division in the FRD Freedom of Information Act (FOIA) Office

Emergency Medical Incident Records (EMS Records)

All requests for medical records (including itemized EMS bills) must be accompanied by a HIPAA Authorization form signed by the patient or their personal representative. If the patient is deceased, the HIPAA form should be completed by the patient’s legal representative. The legal representative must also submit documentation supporting their status as the patient’s legal representative, such as a Power of Attorney letter or Letter of Qualification. Pursuant to VA Code § 32.1-127.1:03(E), please allow FRD up to 30 business days to process medical records requests.

To request a copy of an itemized EMS billing statement, please submit a signed HIPAA Authorization form and contact fire.foia@fairfaxcounty.gov.
